Safety of structures is one of the most important components in structure engineering, However its progress is yet behind the remarkable progresses of the technology such as in material development, structural analysis and construction, and this does not get further steps by beyond the conventional empirical approach, Design of structures is aimed at trade-off of safety and economic target, In general it is a fundamental approach to apply tye structural analysis based on the linear theory and the allowable stress design method using the safety factor based on empirical knowlege. In fact, the load and its structural response is subject to dynamic characteristics. therefore we cannot provide fully the safety and the reliability to the conventional statical structural analysis, taking into account its dynamic irregularities. In this study, vast body of previous research works were reviewed and analyzed, and also tried to systemize the design methodology under the theory of reliability and clarified the aspects for further study.
