가습기살균제 피해자의 생애사 연구: 꿈 많은 연예인지망생에서 죽음의 공포를 경험하는 건강피해자로

본 연구에서는 가습기살균제 피해자의 생애사 연구 방법을 중심으로 피해자가 어떤 과정과 경로를 통해 가습기살균제 피해자가 되었으며 이에 국가나 사회의 역할을 재조명하고, 피해자 지원제도의 문제점과 실태를 파악하여 사회복지적 함의 및 지원방안을 마련하기 위한 탐색을 목적으로 수행되었다. 심층면접 자료분석은 맨델바움(1973)이 제시한 3가지 분석 범위인 ‘삶의 영역(dimension)’, ‘전환점(turning point)’, ‘적응(adaptation)’을 적용하였다. 분석결과 삶의 영역은 ‘꿈많고 자신감 넘쳤던 성장기’, ‘나를 위한 선택, 가습기살균제’, ‘병원을 다녀도 원인을 모른다는 건강이상’,‘아무도 믿어주지 않는 환자’, 전환점은 ‘재능 발견과 적극적인 도전’, ‘독립 이후 찾아온 죽음의 공포’, ‘나를 지키기 위한 시작 피해자 신청, 인정해주지 않는 국가와 기업’, 적응은‘꿈보다 현실을 직시’, ‘아무것도 할 수 없는 ‘나’로 인한 좌절‘, ‘함께하는 외침, 가습기살균제 피해구제 모임 활동’으로 도출되었다. 이러한 결과에 의거해, 가습기살균제 피해자에 대해 국가와 사회의 신속하고 실효적인 지원을 할 수 있는 제도마련, 전국적으로 분포하고 있는 가습기살균제 피해자를 위한 다부처 협력 및 보건복지부 지원체계의 필요성, 가습기살균제 피해자의 회복탄력성을 위한 사회복지서비스 제공 및 피해자단체 지원을 제언하였다. This study was conducted to investigate the social welfare implications and support measures by re-examining the role of the state and society, and identifying the problems and actual conditions of the victim support system, focusing on the life history research method of the victim of humidifier disinfectant. In-depth interview data analysis was conducted using Mandelbaum(1973)'s 'dimension', 'turning point', and 'adaptation'. Results of the analysis showed that the dimensions were 'growth period that was full of dreams and confidence', 'choice for me, humidifier disinfectant', 'health problems that even the doctors do not know the cause of', and 'a patient that no one believes'. The turning points were 'talent discovery and active challenge', 'horror of death after independent living', 'start to protect me, victim application,' and ‘governments and companies that don't admit’. The adaptation was derived as 'facing the reality rather than dreams', 'frustration of me being unable to do anything', 'collectively screaming and doing activities to relieve humidifier disinfectant damage'. Based on these results, we proposed a system to provide rapid and effective support to humidifier disinfectant victims from the government and society, the need for cooperation from various ministries for humidifier disinfectant victims distributed nationwide, and the need for health and welfare support system that provide social services and support for the recovery of humidifier disinfectant victims.
