협력적 거버넌스와 재난관리자원 관리의 관계에 관한 연구

재난관리책임기관이 날씨의 불확실성을 극복하고 과잉 및 부족으로 인한 재고관리 문제를 개선할 수 있는 방법으로 협력적 거버넌스를 구축하여 재난관리자원인 제설제를 일괄 구매 지급하는 사업연속성전략 도입을 제안한다. 이는 행정안전부가 2020년 8월부터 추진하는 재난관리자원 관리체계 혁신 사업에서 과도하게 많은 부지를 차지하는 제설제 비축관리의 문제점을 개선 보완하는 대안이 될 수 있다.

본 연구는 경제성과 환경성을 고려한 도로제설제 사용량 절감 개선방법 연구를 통하여 행정안전부에서 추진하는 한국판 뉴딜 사업에 대한 실천적 대안 제시에 목적이 있다. 이는 지방공기업이 사업을 효율적으로 수행하여 국가와 지방자치단체의 기후변화 및 포스트 코로나를 대비하는 정책에 적극적으로 협력하고 부응하고자 하는 것이다. 행정안전부는 한국판 뉴딜 사업으로 재난관리자원을 통합관리하기 위하여 17개 시･도에 물류창고를 임차하여 광역거점센터 등을 설치하고 유통･물류 분야 정보통신기술을 활용하여 재난관리자원의 통합관제 기능을 구현할 계획이다. 그러나 도로제설제는 부피가 크고 수량이 많아 한정된 공간에 비축하려면 무엇보다 부피를 줄이는 문제가 선행되어야 함에도 불구하고 대안이 없는 것이 현실이다. 이에 대한 극복방안으로 인천시설공단은 지리적 특성을 활용하여 바닷물을 사용한 제설용액 제조기술 특허와 실증을 통해 제설제 사용량을 절감하고 인천지역에 광역적으로 활용할 수 있는 가능성을 확인했다. 따라서 행정안전부가 추진하는 ‘재난관리자원 관리체계 혁신 사업’과 관련하여 인천시설공단의 도로제설제 사용량 절감 개선방법을 제언한다. 이는 부피가 커서 적재공간을 많이 차지하는 문제점을 완화하여 행정안전부 ‘재난관리자원 관리체계 혁신 사업’의 적재공간 부족 문제해결에 도움이 될 것으로 사료된다. The purpose of this study is to present practical alternatives to the Korean version of the New Deal project promoted by the Ministry of the Interior and Safety through research on ways to improve the use of road snow removal systems considering economic and environmental feasibility. This is to let the Local Public Enterprises to carry out the projects efficiently, which can actively cooperate and respond to the policies of the state and local governments to prepare for climate change and post-corona era. The Ministry of the Interior and Safety plans to lease logistics warehouses in 17 cities and provinces to implement integrated control of disaster management resources by utilizing information and communication technologies in distribution and logistics sectors. However, the reality is that there is no alternative to road snow removal, even though the problem of reducing volume must be considered first in order to store it in a limited space due to its large volume and quantity. As a way to overcome this, the Incheon Facilities Corporation confirmed the possibility of reducing the amount of snow removal agents and using them extensively in Incheon area through the patent and demonstration of snow removal solution manufacturing technology considering the geographical characteristics. Therefore, in relation to the ‘disaster management resource management system innovation project’ promoted by the Ministry of the Interior and Safety, the Incheon Facilities Corporation proposes a method to improve the use of road snow removal systems. It is expected that we can help solve the problem of lack of load space for the Ministry of the Interior and Safety s ‘disaster management resource management system innovation project’ by easing the problem of taking up too much load space.
