한국사회에서의 아동복지제도의 발달과 어린이재단의 역할과 미래

이 논문은 한국에서의 아동복지가 어떠한 과정을 밟아 오늘에 이르렀는가를 논한 것이다. 즉 그동안 한국의 아동복지가 공적인 관점에서 그리고 민간기관에서의 서비스가 어떻게 발전되어왔고 변화하였는가를 살펴보았다. 특히 아동복지의 발달을 시대별로 나누어서 소개하였다. 그리고 현재 국가가 주관하고 민간기관이 수행하고 있는 프로그램들을 소개함으로써 아동복지를 통하여 아동들이 어떠한 서비스를 제공받고 있는가를 보여주려고 하였다. 그럼에도 불구하고 많은 학자들은 아동복지정책이 아동이 미래를 준비하거나 건강한 삶을 살아가거나, 안전한 환경에서 성장하는 삶으로 발전시키지 못했다고 지적하면서 실행을 위한 기반의 조성을 필요로 하고 있다. 이와 더불어 1948년 한국에 도착한 CCF가 지난 70년 동안 한국의 아동복지발달에 기여한 바를 살펴보고 앞으로 또 다른 70년을 위한 몇 가지 제안을 하려고 하였다. 이것은 지난 수년간 아동복지 학회나 연구자들이 제시한 관점과 논자의 입장에서 아동복지 발전에 기여할 어린이재단이 하여야 할 역할로서 1. 아동인구의 감소에 따른 프로그램, 특히 문제 아동 뿐만이 아니라 모든 아동을 위한 프로그램을 수행하여야 할 것, 2. 지금까지 관심의 대상이 만 12세 이하였지만 현재 아동복지의 아동은 만 17세이므로 이들 연령층을 포함하는 프로그램을 개발하여야 할 것이다. 한국은 모든 아동이 대학을 가야 한다는 이상한 사고가 있는 국가이다. 내가 생각할 때에 어린이재단은 필요한 아동이 일찍부터 직업교육을 받을 수 있는 프로그램을 개발할 수 있는 체계를 마련하는 것이 필요하다고 본다. This paper is disputed on Child Welfare in Korea with its development and expansion, and in what process influenced for child welfare policy and programs up to now. Also this paper is focused on how public policy administrated and private service fields performed for the children based on historical view point. Especially this paper included child welfare service development according to divided in certain period of times for easy understand how child welfare services have been changed under each circumstances, and included child welfare background with its philosophical overview. Also it is introduced various child welfare programs that are the government initiated and planned for the needed children including families, communities, and private social agencies where the services are provided. ChildFund Korea: Green Umbrella, originally Christian Children's Fund in Korea started in 1948 for Korean children when Rev. V. Mills visited Korea searching for the children's situation, and his report to the main office in USA made possible to support 400 children in orphanage institution and enacted CCF Korea Committee in 1951. Since then CCF/ChildFund Korea has been served various services and programs for the Korean children, their families and communities. ChildFund Korea has proposed new VISION for the another 70 years services for the Korean children, but also the another countries children and their families under the global viewpoint which is Advocacy and Character building education will be basic concept and new philosophy for the CFK for the future children and new direction. However, to accomplish this new agenda, the CFK needs to expanding their programs to all children considering lowered birthrate and training programs to support their future life.
