통합형 취학 전 교육(Edu-care)의 운영 실태 고찰

Early childhood education industry in Korea is rapidly changing along with the changes in both social and individual life style. The demand for all-day program in early childhood education is gradually increasing because of the increase in nuclear family, double-income house, and higher standards of living. Therefore, Seoul Metropolitan Office of Education has executed the Edu-care program in Public Kindergarten since 2003 to meet this needs. This study was conducted to investigate the management conditions down to the Edu-care program in public kindergarten including general administration, facilities, nutrition, health, and safety as well as parent education and cooperation with community. For this study, the questionnaires were used and had been distributed to 13 teachers who work in public kindergarten running the Edu-care program, Completed questionnaires were received from 11 respondents and then gathered data were analyzed. The suggestions to improve the quality of Edu-care programs were made on the basis of the results. 본 연구의 목적은 질 높은 통합형 취학 전 교육 프로그램의 바람직한 방향을 모색하기 위한 기초 연구로서 현재 시범적으로 실시하고 있는 통합형 취학 전 교육 프로그램의 운영실태를 파악해 보는 것이다. 통합형 취학 전 교육 프로그램을 시범적으로 실시하고 있는 11개소의 공립유치원 원감 또는 부장 교사를 대상으로 하여 연구자가 개발한 질문지를 사용하여 조사연구한 결과, 기존 종일제와 비교해 보았을 때 운영시간, 전담교사 확보, 학급당 인원수, 시설·설비 등에 있어서 많이 개선되었다. 그러나 대부분이 초등학교에 병설되어있기 때문에 시설·설비를 위한 공간이 부족하였으며, 건강과 안전 관리 측면에서 교사들이 여러 가지로 배려하고 있었으나 전문적이고 체계적인 대처를 위한 배려는 아직 미흡한 실정이었다. 하지만 통합형 취학 전 교육은 시대적 요구에 의해 시행된 것이므로 미흡한 부분들을 보완하고 많은 유아들에게 혜택이 돌아갈 수 있도록 지속적인 정부차원의 행정적·재정적 지원이 필요하다.
