민주적 소통과 시민의 성장 : 소통적 민주주의를 중심으로

이 논문은 민주주의와 시민의 성장 간의 관계를 규명한다. 특히 이 논문은 아이리스 영(Iris Young)의 소통적 민주주의(communicative democracy)에 주목한다. 영에 의하면, 소통적 민주주의란 공적 의사결정과 소통과정에서 사회적 약자의 시각이 배제되지 않는 민주주의다. 이 논문은 소통적 민주주의의 관점에서 민주적 소통이 사회적으로 배제된 시민의 성장에 어떤 영향을 미치는지에 대해 밝혀보고자 하며, 사례로서 세월호 운동을 통해 민주적 소통방식이 세월호 운동 참여자들의 성장을 어떻게 견인했는지 살펴보도록 하겠다. 이를 통해 이 논문은 선거민주주의 혹은 제도권 중심의 엘리트 민주주의를 넘어, 민주적 주체와 그 소통방식에 대한 확장된 이해를 가능하게 함으로써, 보다 정의롭고 실질적인 민주주의의 이론정립에 궁극적으로 기여하고자 한다. 결국, 기존의 민주주의는 주기적인 선거 중심으로 정치적 소통과 의사결정 방식에 대해 이해하는데 그쳤지만, 이 논문은 선거 중심의 협소한 이해에서 벗어나 민주적 소통과 시민적 성장의 의미를 확장하는데 기여하고자 한다. This paper examines the relationship between democracy and Citizen’s self-development. In particular, it focuses on Iris Young’s communicative democracy. According to Young, communicative democracy is a democracy in which the perspectives of the socially marginalized citizens are not excluded in the process of public decision-making and communication. It purposes to show how democratic communication affects the self-development of socially marginalized citizens in light of communicative democracy, and as an example, how democratic communication leads the self-development of participants in the Sewol ferry movement. For this purpose, the paper aims to ultimately contribute to the establishment of a more just and substantive democracy theory by enabling an expanded understanding of democratic subjects and their communication methods. In the end, while existing democracy focuses on periodic elections and limited to understanding the way political communication and decision-making. Ultimately, while existing democracy only understands the political communication and decision-making method centered on periodic elections, this paper intends to contribute to expanding the meaning of democratic communication and citizen’s self-development through communicative democracy.
