As far as the medical tourism is concerned, the global trend is that many governments are now fiercely competing with each other in terms of their wiliness to support the growth of the said industry and efforts to induce foreign tourist for the medical industry. All in all, it could be said that now the borders between the countries are not as important as they were in the past, and the medical tourism itself is undeniable a product that those governments have to compete with each other in terms of the marketing and other aspects of the business to help the sluggish local economies. As for Goyang City, too, it would help the city"s economy greatly and guide its way toward a self-sufficient economic environment. Therefore, it is now required for all of the related government agencies and private entities, let alone the traditional market players in the tourist industry, to help maximize the strength and improve the weakness to take advantage of the open economic environment of the global ear. In this study, 6 major projects are suggested to facilitate the development of the medical tourism in the city, which are namely the establishment of the Comprehensive Medical Tourism Support Center, researches on the tailored medical tourism model and benchmarking, environment enhancement project to help the city acquire the quality of a global medical tourist destination, establishment of the cooperative network, premium medical tourism, and medical tourism support program to those imposed by the minimal wage regulations or price ceiling rules. That is, the regulation on geographical positioning of the enterprises will take effect as a regulation in terms of the economy itself, which will lead to inefficiency in the society as a whole. Consequentially, the regulation will work as the economic regulation and influence the land price and the distribution of the land resource. At the same time, such an intervention will be working as an obstacle to the maximization of the enterprises" benefits from using the lands, creating inefficiency in the entire society.
