메가이벤트의 거버넌스양식 분석: 대전세계박람회와 여수세계박람회 간의 비교

세계박람회와 같은 메가이벤트의 성공여부는 참여행위자 집단 간의 조정양식인 거버넌스가 얼마나 효과적으로 작동하느냐에 달려있다. 본 연구에서는 정부의 역할에 초점을 두고 1993대전세계박람회와 2012여수세계박람회의 거버넌스양식을 추진단계별로 비교분석한다. 본 연구는 메가이벤트 사례분석을 통해 우리나라의 시대별 거버넌스 양식과 변화 양태를 조명해보려는 의도로 출발하였다. 분석결과, 첫째, 여수세계박람회의 경우 대전세계박람회에 비해 계층제적 양식에서 네트워크적인 양식으로 진화하는 패턴을 보였다. 정부와 민간부문 간 관계로 볼 때 민간의 참여와 주도가 더 활발해졌다. 그리고 정부부문만 볼 때 지방정부의 참여와 주도의 정도가 강해졌다. 둘째, 계층제적 조정양식으로부터 네트워크적 조정양식으로 변화함에 따라 정부의 역할 역시 주도자에서 조정자로 전환하였다. 이 점은 향후 네트워크 조정양식이 강화될 것으로 기대되는 미래 환경에서 정부역할에 대한 통찰을 요구한다. The success of mega-events such as World EXPO depends on how effectively social co-ordination between actors - in other words with governance - can be achieved. This study compares the governance modes between the 1993 Daejeon Expo and the 2012 Yeosu Expo in Korea, focusing on the changing roles of government over the project phases of the two mega-events respectively. The purpose of this study is to gain insight into the Korean mode of governance and its changing pattern through the comparative analysis of the two mega-events. The results reveals that the Yeosu 2012 Expo shows the evolutionary pattern from a hierarchical mode to a network mode of governance, comparing to the 1993 Daejeon Expo. Participation of civil society and local government became stronger in the 2012 Expo than in the 1993 Expo, and the role of government changed from being a ‘dominator’ to being a ‘coordinator.’ This point requires an insight into the role of government in the future environment where the network mode of social coordination is expected to be strengthened.
