센카쿠제도를 둘러싼 중,일간 분쟁의 함의: 공격적 현실주의적 접근

공격적 현실주의 이론은 국제체제의 구조, 즉 힘의 배분이 국가의 행위에 영향을 준다고 믿고 있다. 이에 따르면 센카쿠제도 분쟁의 이해 당사국인 일본과 중국, 그리고 미국의 힘의 배분 구조는 세계적(또는 지역적) 패권국 미국, 동아시아 지역의 잠재적 패권국 중국과 이에 대응하는 일본의 ``불균형 다극체제``의 형상을 띨 것으로 예측된다. 현재의 센카쿠제도 영유권 분쟁은 중국이 동아시아에서 지역적 패권을 확보하기 위한 시도로 이해될 수 있다. 중국은 지역패권 확보를 위해 분쟁 상대국인 일본에 경제적·군사적으로 압박을 가하며 위협할 것이다. 일본은 중국의 공갈에 직접적 대응을 하기 보다는 미국과의 군사동맹 관계의 틀을 활용하는 간접적 대응을 선택할 것이다. 이 지역에서 세력균형을 바라는 미국은 중국이 동아시아 지역의 패권국으로 부상하는 것을 억제하기 위해 센카쿠제도 영유권 문제에 대해 역외균형자로서 중국을 견제할 것이다. 앞으로 중국은 국제체제의 구조, 특히 미국과의 상대적 국력의 평가에 따라 생존전략을 선택할 것이다. 그리고 그 선택은 중국이 국력을 키워감에 따라 변할 수 있을 것이다. 강대국의 의도가 국력의 상승에 따라 동태적으로 변화해 간다는 공격적 현실주의의 예측에 입각해 볼 때, 지금까지 중국이 진심으로 평화적 굴기를 원했다 할지라도 이러한 의도가 경제력과 군사력의 추가적인 상승이 이루어진 후에도 지속될 것이라고 확신할 수는 없을 것이다. 현 동아시아 지역의 국제관계가 균형적 다극체제에서 불균형적 다극 체제로 변화하고 있는 전환의 시점이라면, 한국도 이어도를 놓고 중국과 분쟁이 심화될 소지를 갖고 있다는 점에서 작금의 센카쿠제도 영유권 분쟁이 한국에 가져다 줄 함의는 크다. Offensive realists believe that the distribution of power constructs the international system, and this structure influences how states interact with each other. Thus from comparing the national power of the United States, Japan and China, which are associated with the Senkaku Islands dispute, we can infer an ``unbalanced multipolar system`` which consists of the U.S. as a global(regional) hegemon, China as a potential hegemon in East Asia, and Japan balancing against China. China may intend to rise peacefully. However, as it accumulates both economic and military power, it will eventually strive to become a regional hegemon in East Asia. China, regarding the dispute, is likely to resort to the strategy of blackmail because of the role of the US as an offshore balancer. The threats from China will in turn trigger Japan to pursue the balance of power by strengthening US-Japan security alliance. The United States, as an offshore balancer, will confront China for balancing power in East Asia together with Japan in order to prevent China from becoming the regional hegemon. If today`s situation in East Asia would be a moment of transition from balanced multipolarity to unbalanced multipolarity, we should predict the future and prepare the present in the offensive realist way. Korea, which is likely to face the dispute with China over the Leo Island, should consider seriously the implications of the Sino-Japanese dispute over the Senkaku Islands today.

Regional administration is the field of local administration that is not comparatively activated. But if regional administration is to be promoted efficiently and effectively in an age of localization, central government, local government and local citizens should make a joint effort to achieve the goal. In particular, regional administration is the system premised on collaboration, there should be the mjutual understanding and cooperation between local autonomous bodies and further residents cooperation. When only one-sided benefit and assertion are propounded, regional administration comes to lose its proper meaning, For instance, what should be set down as the basic framework inh carrying out the functions of regional administration such as the prevention of environmental pollution, unban planning, water supply and sewage disposal system, road, traffic systems, and the like, should be the subjugation of regional egoism, the cooperative relatonship of mutual dependency, and the relationship of competition in good will, negotiation and exchange. In conclusion, regional administration should proceed to meet the double-sided needs that it attempts to cope with autonomously without turning to national government for the demand of regional administration for the indidual local authority alone to deal with at the some time that it implements the fundamental ideology of local autonomy in pursuit of efficiency and democracy. Accordingly, in case one local authority needs some cooperation from another local authority, it is advisable to enable it to choose the method of cooperation suitable to the characteristic of the local authority in its own way. The relationship between central government and local government should break away from the direct supervision centering around control, and both roles should be reestablished on a basis of mutual cooperation. And, for this purpose, it is thought that both the establishment of a new administrative system for the treatment of the affairs of regional administration between the wide-area units of local governments and between central government and local government, and the setup of a speicial body for the treatment of the functional affairs of regional administration would be come one of its remedial measures. Conseguently, this could make a contribution to regional development and further national development as well as the goal of administration regional administration attempts to achieve.
