웹/모바일 설문조사의 효과성 평가: 2021년 개인통행실태조사 사례연구

코로나 위기와 조사환경의 변화는 조사방법의 변화를 요구하고 있다. 특히, 국가통계 작성을 위한 사회조사에서는 대면조사가 어려워지자, 웹 · 모바일 조사, 유치기입 등의 방법을 부분적으로 도입하는 등 조사방법의 혁신을 추구하고 있다. 2021년 개인통행실태조사는 이러한 노력의 일환으로서 웹· 모바일 조사를 도입하여 전면 비대면조사로 진행되었다. 2021년 개인통행실태조사는 SK텔레콤 가입자 중 개인정보이용 동의자를 표집틀로 하여 총 623만명에게 조사 참여 초청문자를 보내 이중 최종적으로 133,326명이 참여하여 2.14%의 응답률을 기록하였다. 응답시간, 응답값과 이동전화 기지국 데이터 간의 비교를 통한 응답의 성실성 분석 결과, 데이터 품질에 이상없음을 확인하였다. 개인통행실태조사 참여자를 대상으로 하여 웹패널이 구축되었는데, 총 5만 5천명이 참여하였다. 낮은 응답률로 인한 편향 여부를 확인하기 위해 웹패널 참여자를 2020 인구주택총조사, 갤럽데일리의 표본과 가구구성원 수, 거주형태, 주택형태 등의 특성을 기준으로 비교해본 결과, 가구구성원 수와 거주형태는 여타 표본과 유사하며, 주택형태의 경우 아파트의 비율이 다소 높은 것으로 나타났다. 분석의 결과, 낮은 응답률로 인한 편향의 우려는 크지 않을 것으로 판단된다. 2021년 개인통행실태조사는 웹· 모바일 조사를 통해 국가통계 작성을 수행한 첫 사례라는 점에서 주목할 만하며, 조사방법과 데이터 검증방법 등에서 혁신적인 사례이다. 다만, 개인통행실태조사의 특성을 고려할 때 이러한 방법의 폭넓은 적용에는 일정한 한계가 있을 것으로 판단된다. The COVID-19 crisis and changes in the research environment necessitate shifts in survey methodology. Innovations in survey methods, such as partial adoption of web and mobile surveys and mail-back surveys, are being pursued as face-to-face interviews become challenging, including for social surveys for national statistics. In line with these efforts, the 2021 Individual Travel Survey was conducted entirely as a non-face-to-face survey using web and mobile platforms, which had been conducted as a face-to-face survey before. The 2021 Individual Travel Survey invited a total of 6.23 million SK Telecom subscribers who had consented to collection and usage of personal information by text messages. Of 6.23 million invitees, 133,326 people participated in the survey, resulting in a response rate of 2.14%. The consistency of the responses was analyzed by the time taken to complete the survey and comparing survey participants' answers with the mobile station data. The analysis confirmed rarity of insincere responses and thus, the quality of the data. The researchers established a web panel of 55,000 members from the participants of the Individual Travel Survey. To verify a potential bias from the low response rate, the selected characteristics - such as household composition, residential type, and housing type -of web panel participants were compared to those of the 2020 Population Census and Gallup Daily samples. The household composition and residential type were similar to those of the two samples, while the web panel has slightly more apartment residents than the other two. The analysis suggests that the low response rate did not likely cause any bias. The 2021 Individual Travel Survey is the first South Korean national statistics conducted entirely thorough web and mobile survey. The survey successfully demonstrated the viability of an innovative research method and a creative data verification technic. However, it is important to increase the response rate.
