교회 사회복지 사업의 자원 활용에 관한 연구 - 지역아동센터 활성화를 중심으로 -

우리나라에 줄 잡아 6만개가 넘는 교회들이 있다. 이 많은 교회안에는 엄청난 자원들이 즐비하게 있다. 이 많은 자원들이 종교적 신념에 따라 타인을 위해 봉사한다면 어마어마한 자원이 될수 있다. 지금도 교회에서 사회에 봉사하는 인력이나 물질적 자원이 상당하게 차지하고 있는 것은 사실이다. 그러나 대부분이 일부 중,대형교회들에 한정된 경우가 대부분이다. 교회는 크든 작든 자원은 있다. 작은교회는 작은대로 자원이 있다. 이 자원들을 효율적으로 사회복지에 투입한다면 지역사회복지의 효율성은 상당수 진전이 있을 것이다. 앞으로는 교회들이 전문 사회복지사를 두어 지역사회를 위한 체계적인 지역사회복지계획을 세워 지역과 밀접한 관계를 유지하면서 교회의 본질인 하나님의 사랑을 실천해 나가야 할 것이다. 본 연구는 이러한 교회들의 다양하면서도 많은 자원을 가진 교회내의 자원을 어떻게 효율적으로 활용하여 교회의 목적인 그리스도의 사랑을 실천할 수 있을 것인가 살펴보고자 한다. 특히 2004년 7월 30일 개정 공포된 아동복지법 제16조 11항에 새롭게 삽입된 지역아동센터를 중심으로 교회 자원활용방안에 대해서 살펴보았다. 이 연구는 다음과 같은 단계로 접근하였다. 먼저는 교회사회복지의 개념을 성경을 통해 살펴보고, 둘째는 교회사회사업의 자원활용 현황에 대해서 통계청에서 발표한 교단의 사회복지시설 현황을 근거로 분석해 보았다. 셋째는 지역아동센터의 개념과 역사적 배경을 분석하고, 아울러 현재 각 교회에서 설립되고 있는 지역아동센터를 사례로 자원활용의 결과에 대해서 살펴본다. 끝으로 교회내에서 지역아동센터를 활성화하는데 있어서의 문제점과 해결 방안에 대해서 연구했다. 본 연구의 핵심인 자원에 있어서 교회의 자원을 크게 3가지로 나눌 수 있다. 첫째는 인적자원이다. 교회의 중소형 교회나 대형교회나 자원은 있기 마련이다. 하나님께서 누구에게나 재능과 달란트를 주어 태어나게 하시므로 이 인적자원을 본인들의 의사를 고려하고 잘 배치하여 봉사하게 한다면 일반 사회복지시설보다 훨씬 더 훌륭한 사회복지를 구현할 수 있다. 둘째는 시설자원이다. 교회는 대부분 예배당과 교육관을 갖추고 있다.이 교육관을 주중에 지역아동센터로 활용할 경우 훌륭한 장소가 될수 있다. 대부분 교육관은 일주일에 단 한번 활용하는게 대부분이다. 이 교육관을 지역아동센터로 활용한다면 좋은 환경으로서 지역사회에 훌륭한 봉사가 뵐수 있다. 셋째는 물적자원이다. 교회는 성도들의 헌금을 운영하는데 있어 성경적인 예시를 통해서 분배하여 활용한다. 사회복지 차원의 구제는 교회에서 빼놓을 수 없는 항목이다. 무분별하게 구제하는 것 보다는 교회의 시설을 사회복지설로 이용하는데 필요한 자원을 체계적으로 활용한다면 장기적으로는 최고의 선교가 될 수 있다. 시대적으로 사회복지의 수요는 급 증대 될 것이 분명하다. 자원을 확보하고 있는 교회들이 시대를 내다보고 자원을 잘 활용하여 갈수록 요청되고 있는 사회복지에 부응하는 것이 교회의 숙제라고 할 수 있다. There are roughly 60,000 churches in our country. In those numerous churches, enormous resources stand in a continuous row. If they are served for others according to religious conviction, then they can be magnificent ones. It is true that the church human or materials resources serving for a society take up a considerable portion. However, most of them are limited to some middle or large-scaled churches. The church has its own resources whether it is large or small. If these resources are effectively put in social welfare, the effectiveness of local social welfare make a remarkable progress. For the years ahead, along with employing professional social welfare workers, making a systematic community social welfare plan , and maintaining a close relation with the community, we will have to practice God's love, essence of a church. This research has made an attempt to effectively use the resources the church having such various and much resources, and put Jesus' love, goal of a church into action. Especially, focused on the community child center newly inserted at Article 16, Clause 11, the Child Welfare Act revised and promulgated on Jul. 30, 2004, this article examined a use plan of the church resources. This study approached according to following stages. First, explored the concept of church social welfare through the Bible, and second, drawn on the status of social welfare facilities of the church order made public on the status of resources use by the National Statistical Office. Third, analyzed the concept and historical background of community child center, and examined the result of resources use as an example to the community child center currently established by each church. Finally, inquired into problems and solutions in activating community child centers in the churches. The essence of this study, church resources can be divided to three categories. First, human resources. no wonder a middle, small or large one has its own resources. God gives everyone a gifted talent, so if he is allocated these human resources considering his will, and made to serve, then much better social welfare will be materialized than general social welfare facilities. Second, facilities resources. The church has mostly its own chapel and trainintraining center. If this training center is used for community child center on weekdays, it can be a good place. Most training centers are mainly used only once a week. If this training center if utilized as a community child center, then it will be able to serve for a community with good environment. Third, material resources. The church distributes and uses Christians' contributions through the biblical exemplifications. The salvation on a social welfare level, it is an item not to be eliminated from the church. Systematically using necessary resources in utilizing the church facilities as social welfare facilities rather than imprudently salving will be the best missionary work on a long-term basis. With the changes of the times, the demand of social welfare will evidently grow. It is the church's task that the churches securing resources should forecast the times and make use of resources, and meet gradually increased social welfare.
