글로벌산업으로써의 마필산업이 세계와 경쟁하기 위한 조건 : 한국 마필산업의 글로벌 경쟁력 확보를 위한 요인에 관한 연구

마필산업 분야는 사면초가(四面楚歌)의 위기 속에서 발전의 길을 모색해야하는 어려운 시간들이 이어지고 있다. 마필산업의 위기의 핵심은 '사행산업통합감독위원법'(이하 사감위법)과 이 법에 따른 '사행산업통합감독위원회'(이하, 사감위)의 경마산업 죽이기에 어떻게 대처하느냐가될 것이다. '경마는 사행산업이 아니기 때문에 사감위법에서 제외되어야 한다'는 모든 경마산업 종사자들의 간절한 열망은 산산이 부서지고 말았다. 사감위의 탄생 배경은 불법사행성게임물인 '바다이야기' 파동으로 인해 사회문제가 된 불법게임도박을 단속하기 위해 출범했지만, 아직 불법게임 산업은 현황도 파악하지 못하고 있으면서 제도권 내 합법적인 사행산업에만 강한 규제책을 강행해 '빈대 잡으려고 초가삼간을 태우는 형국'이 되고 말았다. 특히 경마는 국가의 합법적인 사행산업중에서도 사행성이 거의 없는 산업이다. 사행이라 함은 요행을 노리는 것을 일컫는다. 그런 의미에서 경마는 요행을 노릴 수 없는 구조로 되어 있다. 경주마의 능력을 70%, 기수의 기승술을 30%로 전제하여 과학적이고 합리적인 자료와 정보를 이용해 승패를 분석해야 하기 때문이다. 이런 점에서 순전히 요행에 의존하는 복권이나 카지노와 완전히 다를 뿐아니라 순전히 사람의 능력에만 의존하는 여타의 스포츠를 이용하는 토토 경륜 경정과도 다르다. 경마를 사행산업으로 몰아부친다면 세상에 사행 아닌 것은 거의 없다. 현재 한국경마의 구조적 모순은 여러 분야에서 여러 문제들이 실타래처럼 엉켜 있다. 모든 모순을 한꺼번에 해결하기는 매우 어려울 것이다. 특히 경마산업의 특성상 하나의 문제를 해결하면 반대적인 또 다른문제가 파생하는 특징이 있기 때문에 선진제도를 정착시키는 것이 얼마나 어려운가를 역사를 통해서 잘 알 수 있다. 특히 분야별로 이익에 대한 관심도가 다르기 때문에 의견을 하나로 집약시켜 발전방안을 마련하는 것은 보통 어려운 일이 아니다. 그렇다고 '우물 안 개구리'식의 과거에 안주하거나 '구더기 무서워 장 못담그는 복지부동'에 안주하면 우리의 경마산업은 그만큼 퇴보하게 된다. 우리나라는 6년 전 파트3국에 진입했다. 파트2국가를 거쳐 파트1국에 진입하기 위해서는 마필산업 모든 분야에서의 선진화가 필요하다. 경마는 글로벌산업이다. 우리만의 잔치 그것도 서울경마만의 잔치는 스스로 무덤을 파는 결과가 되고 말 것이다. 그런 의미에서 부산경마와 서울경마를 통합하여 운영하는 시스템구축은 무엇보다 중요한 과제이다. 한국마사회와 경상북도는 경북 영천시에 제4경마장의 착공을 한다. 또 마필산업육성법도 국회에 상정되어 있다. 서로가 상대방의 입장을 이해하면서 개혁과 변화의 흐름에 능동적으로 대처해 나가야 한다. 마필산업은 글로벌산업이기 때문에 세계와의 경쟁은 피하고 싶어도 피할 수 없는 산업이다. 한국의 마필산업이 세계와 당당하게 경쟁하기 위해서는 마필산업에 가해지고 있는 규제는 하루빨리 철폐되어야 한다. Hard time of the horse industry section in South Korea is continuing, and it is in danger of being beleaguered. The key point of the danger in the industry is the Speculative Industry Integrated Supervisory Commission Act and how to deal with the Speculative Industry Integrated Supervisory Commission's policy that declines horse racing industry. All the horse racing practicians' aspiration, which is that 'horse racing shoud be excluded from the Speculative Industry Integrated Supervisory Commission Act, since it is not speculative business' was broken to pieces. The commission was formed to crackdown on the illegal gambling after 'the Sea Story', illegal speculative slot machine, crisis. However, the commission enforced the strong regulation, although they do not even figure the present condition of the illegal game industry out. It look like they burnt a house to get rid of the bedbugs. Horse racing cannot be gambling because it is a sport predicting winning horses based on the seventy percent of the horses' power and thirty percent of the jockeys' skill. Thus, horse racing players need scientific and reasonable analysis to play the game. Compared to lotteries, casinos, bicycle racing, motorboat racing and sports toto that the National Assembly and the government try to regulate, horse racing is different by nature but they do not accept the difference. Lotteries and casinos are relying purely on chance and luck. Bicycle racing, motorboat racing and sports toto are also far different from horse racing in that they select the winner or the winning team based on the players' abilities. If horse racing is branded as a speculative industry, there is nothing that cannot be considered as gambling. In these days, structural contradiction of Korean horse racing causes complicated problems in various fields. It would not easy to solve all the problems at once because it derives other problems due to the nature of horse racing industry. Especially, concerns for the benefits vary in different fields, so it is very difficult to integrate opinions of many people. However, Korean horse racing industry will regress, if people settle for the present. South Korea entered the part three nation six years ago, and advancement in all the areas of the horse industry is needed to enter the part one nation. A horse racing is global industry. It results digging their own graves unless they make a step forward. For this reason, setting up an operating system that is combining Seoul Horse Race and Busan Horse Race is the top priority. Futhermore, Speculative Industry Integrated Supervisory Commission and horse racing practicians should understand each other, and cope actively with the current changes and innovation. Horse industry is a global industry, so competition with the world is cannot be avoided. Therefore, the regulation that is placed on the horse industry should abolish immediately to Korean horse industry to grandly compete against the world.

This study researched several different groups to see what they think of the importance of elderly sexuality, 621 people were surveyed. This study shows that the average of the importance of elderly sexuality is 123.26 points(the highest point being 165). In general, the perception of elderly sexuality is positive. The perception of married men, male citizens from big cities, unmarried people on the importance of elderly sexuality is higher than that of married women, male citizens from small cities(Northen of Kyungbuk) and married people. Elderly people have sexual desire in their minds, but they themselves do not accept it. Through their personal efforts and preparations for elderly life, their life can be adventurous and challenging. Although their physical body grows weaker, we have to understand the process of intellectual, emotional and spiritual growth and make every effort to live a creative and challenging life. Most people even the elderly themselves consider that it is not right for the elderly to have sexual desire. This prejudice can have negative influence on their will to lead a fulfilling life. For their life, they themselves need to change their thinking as well as their perceptions of the elderly. Above all, in order to get rid of these problems, people should be interested in the elderly in society and develop new programs to understand them.
