미국의 동맹정책 변화에 따른 미국·사우디아라비아 관계 변화 : 동맹신뢰성 변화를 중심으로

미국과 사우디아라비아의 관계는 석유의 안정적인 수급과 중동 내에서 이란에 공동대응할 수 있는 세력을 원하던 미국과, 왕권 안정 및 이란 등 위협 세력으로부터의 안전 보장을 원하던 사우디아라비아의 이해관계를 통해 유지 및 발전되어 왔다. 그러나 사우디아라비아는 동맹관계에서는 상대적 약소국으로서 때로는 미국에 자율성을 제한받으며 의존도를 향상시키기도 하였고, 역내 강대국으로서 미국의 방기 위험을 감수하면서 자율성을 확대하기도 해왔다. 사우디아라비아의 대외정책 변화를 이끈 것은 행정부 교체에 따라 달라진 미국의 동맹국 정책과 그로 인해 변화한 동맹신뢰성이었다. 즉, 중동 개입을 강화하는 부시 행정부 시기 동맹국(미국) 의존성을 강화하던 사우디아라비아의 대외정책은 역외 균형을 추구한 오바마 행정부를 거치면서 점차 자율성을 확대하고자 하는 방향으로 변화하였다. 향후 사우디아라비아의 대외정책 역시 미국의 대중동정책의 흐름에 따라 크게 영향을 받을 것으로 예상되며, 미국-사우디아라비아 동맹의 변화/발전은 우리나라를 포함한 비대칭동맹을 형성하고 있는 기타 약소국의 대외정책 결정에 참고할 만한 사례로서 연구 가치가 높다 하겠다. The relationship between the U.S. and Saudi Arabia has been maintained and developed through the interests of the U.S.--which wanted a stable supply of oil and a joint partner against Iran within the Middle East--and Saudi Arabia, which wanted to stabilize the royal authority and ensure security from threatening forces such as Iran. However, Saudi Arabia, as a relatively weak country in the alliance, has sometimes increased its dependence on the U.S. by limiting its autonomy to the U.S.; and, sometimes has expanded its autonomy at the risk of the U.S.' abandonment as a regional power. Leading the change in Saudi Arabia's foreign policy were the U.S. allies' policies, which changed according to each administration; and, the alliance's credibility has changed as well. In other words, Saudi Arabia's foreign policy of strengthening its dependence on allies (US) during the Bush administration, was based on its policy that strengthening its involvement in the Middle East. While Saudi Arabia gradually expanded its autonomy through the Obama administration, which pursued an offshore balance strategy. Saudi Arabia's foreign policy in the future is also expected to be greatly affected by the flow of the U.S. policy. Studying the change/development of the U.S.-Saudi Arabia alliance is highly valuable as a reference to the foreign policy decisions of other small countries that form an asymmetric alliance, including Korea.
