Because the most impcetant goal of anesthetic management is patient safety, it is accepted practice that pre-operative patients take nothing by mouth for at least 6 to 8 hours before surgery. However, recent studies have questioned this conventional pre-operative fasting, showing that a fixed volume of water at various time pre-operatively may either improve the characteristics of gastric contents, or else have no effect. The present study was designed to investigate the effect of aUowing patients unlimited access to oral water drinks regardless of time. Fifty-eight fit adult patients scheduled for elective surgery normally requiring endotracheal intubation were recruited. They were randomly allocated to two groups; $quot;Fasters$quot; and $quot;Drinkers$quot;, and the effects on plasma osmolality, gastric contents and patient comfort were compared, respectively. This protocol was associated with a reduction in pre-operative anxiety, although the mechanism of this is not clear. No effects were found on plasma osmolality or on the volume or acidity of the gastric contents. No regurgitation occurred during induction and/or emergence in $quot;Drinkers$quot;.

최근 기후변화로 인한 수자원 확보의 불확실성과 생태환경의 변화에 따라 안전성과 공공성을 고려한 수자원 분야에 대형 사업이 요구된다. 이러한 대형 사업가운데 예비타당성사업에 해당되는 사업은 국가예산낭비 예방의 목적으로 경제성분석과, 정책성분석, 지역균형발전 분석에 기반한 종합분석에 의하여 사업추진이 결정된다. 그러나 대부분 예비타당성분석에 의한 결과는 경제성분석에 크게 의존하는 경향을 보여 비수도권 지역에서는 예비타당성조사를 통과하지 못하는 경우가 있었다. 이러한 점을 보완하기 위해 한국개발연구원에서는 정책성분석의 비중을 높게 두는 수자원부문 사업의 예비타당성조사 표준지침을 수정하였다. 따라서 본 연구에서는 기존 수행된 예비타당성조사에 대한 사례를 분석하고 수자원부문 사업의 예비타당성조사에서 정책성분석의 방향을 제시하는 것이 목표이다. 이에 지난 2002년부터 2019년까지 18년간 수행된 수자원분야 예비타당성 사례조사를 수행하였고, 경제성분석에 포함되지 않는 편익항목을 이용하여 정책적효과 분석방안을 제시하였다. Recently, large-scale projects are required in the water resources sector considering safety and publicitythe due to uncertainty of securing water resources and changes in the ecological environment by climate change. Among these large-scale projects, the projects that fall under the preliminary feasibility study are determined by comprehensive analysis based on economic analysis, policy analysis, and balanced regional development analysis. However, most of the results of the preliminary feasibility study showed a tendency to depend heavily on economic analysis. For this reason, projects in non-metropolitan areas sometimes fail in the preliminary feasibility study. To supplement this point, the Korea Development Institute revised the standard guidelines for preliminary feasibility studies for water resources sector projects that place a high weight on policy feasibility analysis. Therefore, the objective of this study is to analyze the cases of the preliminary feasibility study conducted previously and to suggest the direction of policy analysis in the preliminary feasibility study for water resources sector projects. For this, we analyze preliminary feasibility studies conducted for 18 years from 2002 to 2019, and suggest direction of policy analysis method using the benefit items not included in the economic analysis.
