미얀마의 재난관리와 인도적지원의 선택적수용에 대한 외부적 관찰

미얀마는 대규모 자연재해에 매우 취약한 아시아 5대 국가에 포함된다. 또한, 전 세계에서 자연재해에 가장 취약한 12번째 국가로 지진, 홍수, 사이클론, 폭풍, 산사태, 쓰나미 등과 같은 모든 종류의 위험에 노출되어있다. 이로 인해 20년 동안 극심한 기후 사건의 영향을 받은 국가 목록 중 2위를 기록하였다. 본 연구에서는 열악한 인프라 및 자연재해에 대한 대응의 체계가 견고하지 않아 복합적으로 재난에 취약한 미얀마의 재난 관리체계와 인도적 지원의 거부사례를 살펴보았다. 또한, 인도적 지원과 선택적 수용에 관한 사례와 이를 통한 재난 이후 복구에 대한 현지화(Localization)의 필요성을 모색하였다. 현지화는 현지 활동가를 훈련하고 재난 이후 복구와 관련된 양질의 교육을 제공하여 현지 활동가들의 역량을 강화하는 것에 있다. 재난 이후의 복구에는 국제사회의 협력도 전제되어야 하지만 지역적인 특성을 정확하게 파악하고 있고, 언어와 문화에도 이질감이 없는 현지 활동가의 전문성이 바탕이 되어야 한다. 특히 재난구호 효과성의 증진을 위해 국제사회의 책무성이 이전보다 더 요구되고 있다. 이를 위해 재난 이후의 복구를 위한 전문적인 교육 방법론의 개발이 공적개발원조(ODA)의 차원에서 모색되어야 한다. Myanmar is one of the five Asian countries that are very vulnerable to large-scale natural disasters. It is also the 12th most natural-disaster-prone country in the world which is exposed to all kinds of dangers such as earthquakes, floods, cyclones, storms, landslides and tsunamis. This made it second on the list of countries affected by extreme climate events in the past 20 years. This study examines the disaster management system in Myanmar, which is vulnerable to overall disasters for its poor infrastructure and unstructured response system for natural disasters and cases where humanitarian assistance were refused. In addition, cases for Selective acceptance of humanitarian assistance and the need for localization of post-disaster recovery were explored. The purpose of localization is to empower local activists by training them and providing quality education related to post-disaster recovery. While cooperation of international communities is a prerequisite for post-disaster recovery, it should be based on the expertise of local activists who accurately grasp regional characteristics and have no difficulties in understanding local language and culture. In particular, the international community"s accountability is more demanded than before to improve the effectiveness of disaster relief. To this end, the development of a professional education methodology for post-disaster recovery should be sought at the level of official development assistance (ODA).
