헌법의 다원주의 원칙에서 바라본 공영적 방송사의 정치적 편향성 비판과 제언

신문을 비롯한 인쇄 미디어는 적은 자본으로 설립이 가능하고 규제도 적기 때문에 방송에 비해 그 수가 상대적으로 훨씬 많다. 이런 속성은 수많은 신문이 제각기 편향성을 가지더라도 ‘사상의 자유시장’에서 자유로운 경쟁을 통해 민주적 의사결정을 도운다는 자유주의 관점의 토대가 됐으며, 미디어 규제 측면에서 외부적 다원주의 모델로 불린다. 이에 비해 방송 미디어는 생성 초기 전파의 유한성이 작용하고 막대한 비용이 투입된다는 점 때문에 자유로운 설립이 제한되면서, 다수에 기반한 외부적 다원주의 모델의 적용이 불가능했다. 소수의 방송으로 다양한 견해를 담아내는 일이 어려워지자, 많은 국가들은 방송에 대해 절차적 및 조직적 규율을 통해 강제적으로 여러 목소리를 담아내는 이른바 내부적 다원주의 모델을 채택하였다. 이런 내부적 다원주의 원칙은 정부 혹은 공기업, 공공기관, 공익재단이 출자했거나 시청료 등으로 운영되는 공영적 방송사들에게 헌법상으로 더 엄격하게 요구된다. 하지만 한국의 공영적 방송사들은 오랜 기간 동안 국민들의 다양한 목소리를 반영하기보다는, 정권을 잡은 정치세력과 연대해 그들의 이념적 성향에 맞는 편향적 보도를 일삼고 있다는 평가를 받아왔다. 이런 상황을 바꾸기 위해서는 공영적 방송사의 사장이나 이사회 임원 선정과정에서 대통령과 여당이 절대적 영향력을 행사하는 절차적 구조를 바꿔, 독립된 기관이 사장을 임명하도록 한다든지, 혹은 대통령이 임명하더라도 국회의 견제를 받도록 하는 등의 제도개선이 필요하다. 또, 공영적 방송사를 관리 감독하는 방송통신위원회나 방송통신심의위원회 같은 기구의 위원 선정 역시, 여야의 추천에 의한 정치적 배당에서 벗어나 공영방송 내부 구성원들을 포함해 관련학회 및 다양한 이익집단을 대표하는 인사들로 구성할 필요가 있다. 이와 함께 채널 재허가의 기준이 되는 방송콘텐츠의 심사평가항목에 있어서도 ‘견해의 다양성’ 항목을 추가해 편향적 방송이 재허가의 걸림돌이 되도록 하는 방안도 검토해 볼 만하다. The number of print media, including newspapers, is relatively higher than that of broadcasting because they can be established with less capital and there are fewer regulations. This attribute has served as the basis for the liberal view of helping democratic decision-making through competition in the “marketplace of ideas,” even if numerous newspapers each have a bias, and is called an external pluralist model. On the other hand, it is difficult to establish a broadcasting media freely because it requires limited transmission and huge capital. It has become difficult to accommodate diverse views through a large number of broadcasters. Accordingly, many countries adopted an internal pluralist model that forcibly captures multiple voices in broadcasting through legislation. This internal pluralism principle is more strictly required by the Constitution for public broadcasters. However, South Korea’s public broadcasters are failing to reflect the diverse voices of the people and making biased reports that suit the regime’s taste. To change this situation, the current system in which political power virtually selects the president or executive of a public broadcaster must be improved. In addition, the appointment of members of government bodies that manage public broadcasters should also be made up of figures representing various interest groups, excluding political influence. It is also necessary to curb bias by adding ’diversity of observations’ items to the evaluation items of broadcasting stations, which are the criteria for reauthorization of broadcasting channels.

Pseudomonas synxantha A3가 생성하는 siderophore A3에 관한 연구

A yellow-green, fluorescent siderophore A3 was extracellularly produced under iron-limited growth conditions from Pseudomonas synxantha A3. The physicochemical and biological properties of siderophore A3 were examined. The approxiamte molecular weights of the Fe(III)-siderophore A3-1 complex and Fe(III)-siderophore A3-2 complex were estimated to be about 1,300 and 1,100, respectively, by Bio-gel P2 gel exclusion chromatography. The molar ratio between the siderophore and the Fe(III)was 1.08 mole. The molecular weight of the complex could be calculated with this ratio and the new values were 1,150 and 960, respectively. The binding constant(K) between thesiderophore A3 and Fe(III) that determined by displacing the iron from the Fe(III)-siderophore complex with EDTA was 4.12*10$^{18}$ at pH 5.0. Siderophore A3 appeared to have antibacterial activity on several bacterial strains, however, ferric siderophore Ae complex did not show that activity. The cytotoxicity of siderophore A3 was obtained from Human Chronic Myelogenous Leudemia K562 cells. Inhibition concentration (50%)($IC_{50}$ ) was $0.17\mu$\{g/ml}.
