The Closed Control System, which uses exclusive network and protocol, have been adopted in TM/TC systems. However, the Closed Control System is known that it is not able to support the integration in the water management automation. There are two methods in integration solution in different types of TM/TC System. One solution is hardware system integration that is very expensive and impractical. The other solution is software system integration that uses OLE for Process Control(OPC). In this study, we recommend OPC solution, for KARICO water management, that is the practical and efficient. KARICO is using OPC technology in MMI(Man machine Interface) and water management program. Through this technology, the real-time status of reservoir, pumping station and canal can be achieved without difficulty.

영산강하구둑 물관리자동화시스템은 복잡한 원격감시제어시스템과 프로그램으로 구성되어 있으며, 이들 시스템의 효과적인 운영을 위해서는 각 상황에 대응할 수 있는 프로그램을 사용자가 선정하여 실행시키고, 그 결과로부터 발생 가능한 상황을 예측하여, 문제해결을 하는 과정이 필요하다. 이러한 상황에서 사용자의 상황판단에 참고가 될 수 있는 의사결정지원시스템인 물관리프로그램이 필요하다. 본 물관리프로그램은 물관리자동화시스템의 의사결정지원을 위한 프로그램으로 현장에서 직접 사용하여야 하므로 실용성에 초점을 맞추어 개발하였다. 또한 영산강하구둑 물관리프로그램은 물관리자동화에 필요한 조위예측, 관개계획, 재해예방, 수리 · 수문분석, 시스템 분석 및 운용 등의 프로그램을 현장에 맞게 개발하여 적용하고 이의 검증을 통해 물관리자동화 사업의 효율성을 중대시키고자 하였다 물관리프로그램은 비쥬얼베이직과 C 언어를 사용하여 개발하였으며 부프로그램으로 한해, 홍수대책프로그램, 조위예측프로그램, 배수갑문조작프로그램, 관개계획프로그램, 측정자료관리프로그램 등을 포함하고 있다. 본 프로그램을 홍수시 및 평시에 적용하여 내수위예측, 조위예측 등을 테스트해 본 결과 영산호의 한해 · 홍수 피해의 경감, 관개효율 증진 둥 적정물관리를 할 수 있을 것으로 판단되었다. 이와 더불어 배수갑문조작도 이들 지원프로그램으로 인하여 개방시간 등을 합리적으로 예측하여 관리를 할 수 있을 것으로 판단되었다. 또한 본 프로그램의 개발으로 물관리자동화시스템의 효과 증대, 물관리 효율의 증대, 물관리자의 경험과 수리, 수문지식의 결합으로 의사결정수준을 향상, 물관라자동화시스템의 하드웨어에 대한 체계적 유지관리 등의 효과가 있을 것으로 기대 된다. Youngsan Barrier TM/TC system is composed of one control center, three reservoirs and twenty AWS systems. For this system we developed water management program which includes tide forecast program, flood forecast program, drought reduction program, irrigation scheduling program and database program. With these program we expect that operators can improve the irrigation efficiencies of the irrigation systems due to the timely irrigation on a right place, in a proper quantity and reduce the cost of maintenance and reduce flood and drought damages of the Youngsan barrier.

Hasa TM/TC system is composed of one control center, two reservoirs, six pumping stations and twelve canal systems. For this system we developed water management program which includes flood forecast program, drought reduction program, irrigation scheduling program and database program. With these program we expect that operators can improve the irrigation efficiencies of the irrigation systems due to the timely irrigation on a right place, in a proper quantity and reduce the cost of maintenance and reduce flood and drought damages of the Hasa district. In agricultural engineering respect, the databases including water level, rainfall, the amount of flowing can be useful to the researcher who make a study of hydrology and hydraulics in rural area. Water management program records all of the TM/TC data to MOB format file per 10 minutes.

In 2000 FFIA. FIA. RDC are united into new corporation. This corporation will manage rural water with TM/TC(Tele-Monitoring/Tele-Control) system. Most systems which were adopted in TM/TC system were Closed Control System which use exclusive network and protocol. Closed Control System can not support new corporation's requirement in water management system. Therefore, new corporation should adopt Open Control System as standard rural water management system. Open Control System support Fieldbus technology, TCP/IP, various protocols, programming model, OPC which is essential to the water management program, and so on.

Eumsung TM/TC system is composed of one control center, four reservoirs and twenty irrigation canal systems. In this paper we analyzed operation frequencies of the irrigation system to verify the effect of TM/TC system. Large facilities's operation frequency were more low then small thing and irrigation type was continuous irrigation. operation frequency was most high in may and june. usually water gate was operated once per 5-10 day. With these analysis we concluded that operators should operate irrigation facilities based on scientific technique and designer should make a proper choice in TM/TC system selection fit to the field.
