미성년자 침해사건은 은폐성이 강한 특징을 가지고 있어서 사건을 발견하고 제재하기가 어려운 점이 있다. 미성년자 침해사건의 강제신고제도(이하 강제신고제도로 간칭)는 미성년자 침해사건의 범죄 특징에 따라서 설립된 예방 및 제재를 동시에 할수 있는 방어성 체제이다. 본 제도는 종합적 기능을 지니고 있으며 사회법치의 다중경로를 나타내고 있지만, 그 기능을 제대로 하자면 사회 여러 주체가 이 제도에 대한 충분한 이해가 선행해야 한다. 이러한 교육홍보는 다원화 기능의 전제가 되여 구체적으로는 미성년자 침해사건에 대한 제재, 잠재적 미성년범죄에 대한 경고의 역할, 미성년자 법률의식의 향상, 사건 신고자의 의무성 책임이행 등 여러 면에서 좋은 효과를 보게 된다. 하지만 강제신고제도에 대한 교육홍보의 현황은 추진이 잘 이뤄지고 있지 않아서 실무에 있어서는 아직도 여러 어려운 난제가 존재하고 있다. 예하면 실행문서의 역부족, 주요책임 부서의 부재 및 부분 미성년 교육홍보 대상자들의 무관심 등이 있다. 본고는 이를 주요 내용으로 하여 여러 부서 간의 공조를 강화하고 실행원칙을 세분화 하여 참신한 홍보방식으로 접근하는 등 방안을 제출할 것이다. 그리고 교육홍보 업무의 점진적인 추진체계를 구축하여 교육홍보의 전체적 커버가 가능토록 주장할 것이다.
