This paper analyzes the development of green growth in Japan by making use of frameworks from political economy and policy science. The aim of this paper is to clarify the Japanese style of policy innovation and change in environmental policy, and the prospects for green growth. First, policy competition over the enactment of the Basic Environment Law in the beginning of the 1990s is analyzed. Secondly, three steps aimed at introducing renewable energy pursued since the turn of the century are examined. Finally, prospects for green growth are presented through the analysis of the policies of the Abe government. I will argue that changes in Japanese environmental policy can be characterized as a gradual and evolutionary shift conducted by senior conservative politicians, mostly prompted by exogenous changes or shocks.
