The efficiency of the regional fiscal policy implementation is based on the achievement of target criteria in the formation and distribution of own financial resources of local budgets, reducing their deficit and reducing dependence on transfers. It is also relevant to compare the development of financial autonomy of regions in the course of decentralisation of fiscal relations. The study consists in the cluster analysis of the effectiveness of fiscal policy implementation in the context of 24 regions and the capital city of Kyiv (except for temporarily occupied territories) under conditions of fiscal decentralisation. Clustering of the regions of Ukraine by 18 indicators of fiscal policy implementation efficiency was carried out using Ward's minimum variance method and k-means clustering algorithm. As a result, the regions of Ukraine are grouped into 5 homogeneous clusters. For each cluster measures were developed to increase own revenues and minimize dependence on official transfers to increase the level of financial autonomy of the regions. It has been proved that clustering algorithms are an effective tool in assessing the effectiveness of fiscal policy implementation at the regional level and stimulating further expansion of financial decentralisation of regions.

Aspects of the scintillation mechanism in organic systems obtained on the base of precise measurements of the radioluminescence pulse shape are discussed. It shown that the process of scintillation light pulse formation is mainly determined by initial conditions of exited states generation.
Mayamaea vietnamica sp. nov.: a new, terrestrial diatom (Bacillariophyceae) species from Vietnam

A new diatom species, Mayamaea vietnamica sp. nov., is described from Cát Tiên National Park in Vietnam. This species was discovered and described from soil samples. Algae from soil ecosystems in Vietnam are almost unknown. The new species is described on the basis of an integrated approach with molecular and morphological data, and comparison with similar species. In terms of molecular data, 18S rDNA (including V4 domain), and partial rbcL plastid genes show M. vietnamica sp. nov. is most closely related to M. terrestris N. Abarca and R. Jahn, and together they form a monophyletic group relative to other members of the genus. M. vietnamica sp. nov. differs from other species in the genus by the number of striae and areolae in 10 ㎛, number of areolae per stria, as well as shape and presence or absence of axial and central areas.

<P>This paper describes the techniques used for making new organic scintillators and detectors based on these scintillators. Research has focused on designing large dimension organic scintillators to increase the efficiency of detecting ionizing radiation. The techniques described here have allowed us to produce (1) organic crystals of stilbene and p-terphenyl with diameters up to 120 mm and heights up to 100 mm; (2) p-terphenyl polycrystals doped with diphenylbutadiene molecules, as well stilbene polycrystals up to 250 mm in diameter and 5 mm in height; (3) the first prototypes of a composite scintillation material based on stilbene grains added to a silicone glue base, achieving a high efficiency of fast neutron detection.</P>
