정부는 국가성장의 동력으로 중소기업의 매출증가 및 고용창출 등의 중소기업 성장을 위한 중소기업 기술혁신지원 제도 및 기업 성장 정책(Scale-up)을 꾸준히 추진해오고 있다. 이러한 중소기업에 대한 R&D지원 사업 및 투자 효율성에 대한 평가는 중소기업 지원 R&D만을 한정하여 평가하거나, 국가R&D 전체 투자 효율성 평가는 R&D 성과 기준인 특허, 논문 등의 평가 방식이 주로 사용되어 왔다. 그러나 이러한 평가 방식만으로는 국가R&D 사업 전체에 대한 투자가 중소기업 투자 효율성 및 중소기업 성장에 영향을 미치는가에 대한 실질적인 평가는 어렵다. 따라서 본 연구는 DEA모형을 사용하여 2017년의 국가연구개발 전체 사업 중 중소기업이 참여한 국가연구개발사업 투자에 대하여 효율성을 분석하기 위하여 2개의 연구모델을 수립하였다. 부처별 중소기업에 대한 국가연구개발 투자비용에 대한 상대적 효율성 분석과 중소기업별 국가연구개발 투자비용의 효율성을 분석하였다. 이를 위해 2017년의 국가연구개발사업 정보 및 중소기업 재무정보를 한국과학기술기획평가원이 운영하고 있는 K2Base(국가연구개발 정보 통합 지원 서비스)에서 제공하는 정보를 활용하였다. 또한 부처별 DEA 분석을 통하여 비효율적인 기관의 잠재적인 개선 가능치를 도출하였으며, 중소기업별 효율성 결과를 토대로 미래유망 신기술 분야인 6T와 부처별 그룹의 효율성 평균 차이분석을 실시하여 기관별 특성을 고려하여 상대적 효율성을 검증하였다. 이를 통해 국가연구개발투자가 중소기업 성장에 실질적 효율성이 있는지 검증하였으며, 향후 중소기업에 지원하는 국가연구개발투자의 효율성을 제고하고 국가연구개발사업의 중장기 계획 및 예산 등을 위한 정책적 의사결정을 위한 기틀을 마련하였다. The government has been steadily promoting SMEs technology innovation support system and enterprise growth policy (scale-up) for SMEs growth such as sales increase and job creation as the driving force of national growth. The evaluation of R & D support projects and investment efficiency for SMEs is mainly limited to SMEs support R & D, and the evaluation method of national R & D investment efficiency is based on R & D performance standards such as patents and papers. However, This evaluation method real assessment of the investment in total national R & D projects affecting the small business investment efficiency and SMEs growth is difficult. In this study establishes two research models using DEA to analyzze the efficiency with respect to the national R&D investments of SMEs participating country entire R&D projects in 2017. The first purpose of this study is to analyze the relative efficiency of the national R & D investment by agencies, second is to analyzed the efficiency of the national R & D investment by SMEs. We used "K2Base" website for R & D project information and SMEs information operating at KISTEP. In addition, DEA analysis was used to determine the potential improvement potential of ineffective institutions. Based on the result of the efficiency of SMEs to carry out efficient mean difference analysis of 6T and departmental group been verified relative efficiency in consideration of characteristics institution. In this way, National R & D investment has proved to be effective in the growth of SMEs. In the future, the efficiency of national R & D investment for SMEs will be improved and the basis for policy decision making for Long Term Plan .

QFD와 Fuzzy를 활용한 항공사 서비스품질 향상 방안

This research considers a development of framework of service characteristics design for airlines. The design framework utilizes QFD(Quality Function Deployment) and Fuzzy Theory to reflect customer`s angle in service design and to absorb respondents` vagueness and ambiguousness in linguistic expression respectively. ABC analysis is also adopted to set up the goals of service characteristics design. Two cases for Korean and Asiana Airlines are studied to apply the proposed framework. The results show that both companies maintain high competence for most service quality characteristics except reservation and ticketing services which are major concerns of customers. Especially, Asiana Airlines shows lower competence for those services and minor 6 services than Korean Airline.

Efficiency Analysis of Project Management Offices Using Bootstrap DEA

The purpose of this study is to analyze the efficiencies of project management offices in large information system construction projects using the data envelopment analysis. In addition, we tried to estimate the confidence interval of those efficiencies using bootstrap DEA to give a statistical meaning. The efficiency by the CCR model is analyzed as eight project management offices are fully efficient and 22 project management offices are inefficient. On the other hand, there are 15 project management offices are fully efficient, but 15 project management offices are inefficient in the BCC model. As the result of the scale efficiencies, of the inefficient project management offices, 13 project management offices are inefficient in scale. It is possible to eliminate the inefficiency in the CCR model by improving their project performances. And, the nine project management offices showed that the inefficiency was due to pure technical efficiency, and these companies should look for various improvements such as improvement of project execution system and project management process. In order that the inefficient project management offices be efficient, it is analyzed that more efforts must be made for on-budget and on-time as a result of examining the potential improvement potentials of inefficient project management offices.
