        The European railway has been managing TSI criteria, certification system of operators, manufacturers, and the facility manager to ensure the safety of train operation due to the operation of international routes. The KORAIL is managing the preemptive safety verification system along with the operation of the safety management system from the planning stage to meet the increased customer expectations and stop safety concerns of main-line railway customers. Therefore, this study examined Safety certification system, safety management indicators, targets of the European railway and judged the effectiveness of the safety verification system by comparing the Korean railway system of certification procedures and standards of safety activities. It also seeks the development direction of qualitative and quantitative activity-based improvements and suggestions such as validation of planning and classifying incidence of the incident/accident in execution phases. Through the introduction of safety verification system, measures were investigated which can be used as a barometer of the cost-benefit effectiveness for safety disaster prevention, SMS management indicator analysis and feedback.

      • KTX차량 유지보수 비용구조 분석사례 연구

        고속철도차량 시스템은 대규모 투자비가 소요되는 반면에 투자회수 기간이 긴 프로젝트 특성을 보이는 특수산업에 해당한다. 이러한 특성 때문에 본 사례연구는 KTX 차량의 장애통계 분석을 통하여 유지보수 시스템 비용구조에 대한 사례를 살펴보고 철도차량의 도입과 운영, 그리고 폐기시까지 차량에 소요되는 총 유지보수 비용요소를 분석하여 궁극적으로 비용 효과적인 유지보수 정책 수립에 기여하고, 유지보수 관리 방법과 기술을 증진시키는 것을 통하여 철도산업의 발전과 유지관리 환경변화에 대응하는 방안을 모색하고자 한다. The high speed rolling stock system considerably belongs to a special industry which requires large-scale investment cost but the recovery term is too long. In view of these characteristics, this study is the cases on maintenance cost structure analysis for KTX High Speed Rolling Stock invested previously in 2004. Through the case study for KTX High Speed Rolling Stock maintenance cost structure, this aims to seek for the method to improve the different RAM management skills and apply for environmental changes by integrating cost effective operational conditions and methods of the KTX maintenance management.

      • 철도차량 유지보수 비용관리 방안 연구 (A study on the method of rolling stock maintenance cost management)

        Costs have long since become a major issue in railway system analysis. attention is not limited to the acquisition costs alone, but encompasses all costs involved in the use and disposal of the systems. Concepts such as Life Cycle Cost(LCC), Costs Of Ownership(COO), or Total Ownership Cost(TOC) are more and more frequent in any document dealing with system analysis. Most of railway projects have applied this LCC Model to evaluate effectiveness of system acquisition cost. But these action of LCC model does not applied all the rest of system life cycle period due to the differences of its responsibility. This is why a study has been undertaken by the operation party to harmonize the most important aspects of the LCC model. This study focused on these and other objectives for introduction of method and needs for an action plan for maintenance actions involved relevant cost allocation.

      • 신뢰성관리시스템을 통한 철도차량 유지보수 비용분석 사례연구

        최근 수서고속철도(SR)의 등장으로 한국에서도 차량을 리스 또는 구매 후 유지보수업무를 위탁하는 방식으로 유지보수 정책을 추진하고 있다. 이러한 변화는 유지보수 활동에 대한 종합적이고 객관적인 비용요소를 식별할 필요성을 제기하고 있어, 안전을 확보하면서 동시에 유지보수 비용을 효율화하는 시스템적인 분석과 적용이 반드시 필요하다. 본 연구에서는 기존의 인력 의존형 철도차량 유지보수 방식에서 신뢰성관리(RCM) 시스템을 활용한 철도차량 유지보수 비용을 분석하는 방법으로 다음과 같이 3가지 주요 팩터를 관리하는 방식으로 분석 연구하였다. 첫째, 철도차량의 실시간 유지보수 및 운용상황 모니터링, 둘째, 운행중 발생하는 종별 장애의 시스템을 활용한 분석의 지식화, 마지막으로 신뢰성 관리 시스템을 통한 부품수명 주기관리로 시스템 관점의 총 유지보수 비용의 합리적인 결정과 투자소요 예측방안을 제시하였다. Recently Maintenance work in ways that foster the maintenance policy change after a purchase or lease a vehicle has been changed with the advent of the SR in Korea. This change is because the maintenance activity is a need to analyze the synthesis, objective and cost-raising elements for this it is necessary to ensure safety with this analysis and applied to optimize the maintenance costs, while at the same time. In this study, we study the method for managing three primary factors, such as a method for analyzing the maintenance cost railway rolling stocks utilizing the RCM system in an operating railway rolling stocks maintenance dependent manpower. First, the real-time maintenance and operating condition monitoring of railway rolling stocks, second, failure analysis and knowledge-construction for system’s failures that occur during operation. Finally, component & parts life-cycle management for RCM system.

      • 개통이후 KTX차량 장애통계 분석을 통한 유지보수 특성연구

        지난 10년간 KTX 장애발생 빈도 분석과 원인분석을 통하여 고속철도차량의 유지보수 특성을 파악하고, 장애빈도와 심각도 수준을 설정하여 정비시기별 안전투자 규모와 유지관리 부품, 인력, 설비 등의 투자의사결정을 지원하는 목적으로 본 연구를 진행하였다. 본 사례연구는 KTX 차량의 도입단계와 운영단계에서 겪은 시스템 비용구조에 대하여 시기별 관리대상에 대한 안전성 확보와 적정 투자보수 분석 등을 통하여 철도차량의 도입과 운영과정의 유지보수 효율성을 분석하고, 구매비용과 유지보수 비용간의 관계를 확인하는 민감도 분석을 통해 철도산업의 변화와 투자전망을 예측하여 관리할 수 있는 안전투자 지표의 마련과 철도산업표준(IRIS)의 발전 등 운영환경 변화에 대응하는 방안을 모색하고자 한다. This study was carried out in order to support decision making of investment to perform analysis of failure frequency of KTX in the past 10 years, and to understand the maintenance characteristics of the high-speed rolling stock, to set the severity level and frequency of failure, safe investment scale of maintenance period, maintenance parts, personnel and equipment, etc. In this case study, through a proper investment maintenance analysis, and ensure the safety of the managed time-specific, and the maintenance of operational processes with the introduction of railway vehicle for the cost structure of the system that was experienced in the introduction stage and the operational phase of the KTX vehicle to analyze the effectiveness. In addition, such as the development rail industry standard (IRIS) and the provision of safe investment indicators that can be used to predict the outlook of investment to changes in rail industry through sensitivity analysis to confirm the relationship between purchase cost and the maintenance cost, to manage to seek ways to respond to changes in the operating environment.

      • 신규 도입차량 유지관리 기술과 품질보증 대책에 대한 고찰

        Currently in the course of introducing rolling stocks RAMS standard and management by system engineering method apply to rolling stock system. Technical elements and results applied in system introduction phase are just used in acquisition stage and these are not applied to the standard in railway site. Therefore it is difficult to apply to standardized technology and quality assurance measure. Due to the establishment of the EU railway operation system is internationalized and the international railway standards are being discussed in various ways. In addition standardization is expanded from manufacture to operation and maintenance. It is to provide consistent standard in quality cost calculation of maintenance technology maintenance technology and quality assurance in case of international railway safety incidents. Therefore this study is to find technology quality and cost management model to be used for choosing railway-operation guidance by considering how technologies & quality have changed in system life cycle compared with estimated standards based on the technologies & quality-related result in the process of getting new rolling stocks and management guidance for operation & maintenance process.

      • 고속차량에서의 정비주기를 고려한 LCC 사례연구

        과거 철도산업에서의 LCC 분석은 다양한 정책별 영향성을 고려한 차량 도입 선정을 위한 의사결정의 방법으로 사용되었지만, 최근 철도시스템 뿐만 아니라 최적화된 예방유지보수 주기에 따른 수명주기비용분석 등이 광범위하게 사용되고 있다. 특히, 고속차량이나 항공기의 경우 실 운영환경을 고려한 주기적 유지보수 기술의 적용이 매우 중요하다. 그러나 많은 철도 운영사들에서는 여전히 차량 도입단계에서 차량 제작사에서 제시한 중요부품에 대한 예방유지보수주기에 의해 유지보수가 이루어지고 있는 현실이다. 본 논문에서는 철도분야 고속차량에서의 운영환경을 고려한 중요부품(TBO)에 대한 예방유지보수 주기 변경 및 이에 따른 LCC 분석을 통한 수명주기비용 분석의 사례에 대하여 연구하였다. Since the introduction of the first LCC analysis in the high-speed rolling stock contract (Switzerland) in 1986, RAM and LCC have become principal elements of the main contract in Europe. In particular, the systems have a high cost structure, such as high-speed rolling stocks or aircrafts are very important to keep the periodic maintenance technology under the actual operational environment. But many railway operating company are applied uniformly the same in the maintenance period of the major components. In this paper, we calculate the periodic maintenance intervals based on actual failure data for major component in high-speed rolling stocks and we are study on LCC analysis of the changes this maintenance period using the LCC analysis solutions.

        EWMA 기법을 적용한 효율적 철도차량 차축온도검지 모니터링 방법 연구

        철도는 전 세계적으로 매우 안전하고 중요한 운송 수단 중 하나이다. 그러나 철도시스템이 복잡도가 높아지고 주행거리 증가 등으로 인해 매년 사고가 지속적으로 발생하고 있다. 특히, 고속열차와 화물열차의 경우, 차축베어링 비정상 과열로 인하여 차축베어링의 기능이 소실되면 차축의 불균등한 하중을 초래한다. 따라서, 차축베어링의 비정상 과열은 심각한 사고 또는 차량 탈선의 원인이 될 수 있다. 이에 따라서 현재 고속열차 운행 중 차축의 비정상적인 발열을 검지하기 위하여 차축온도검지장치(Hot Box Detector, HBD)가 설치되어 운영되고 있다. 본 연구에서는 비정상 차축 과열 발생시, 이를 빠르고 효율적으로 검지하기 위하여 지수가중이동평균(EWMA) 기법을 적용한 차축온도 모니터링 방법을 제안하였다. 또한 제안한 방법에 대하여 통계적으로 설계하였다. 본 연구에서 제안하는 방법은 현재의 차축온도검지 모니터링 방법과 비교하여 비정상 과열의 발생에 대하여 더 좋은 성능으로 평가되었으며 그 수행도는 최대 170% 향상되었다. Railways are one of the safest and most important transportation systems in the world. On the other hand, due to the increasing complexity of the railway system and the running distance of rail vehicles, railway accidents occur continuously every year. In particular, in the case of high-speed trains and freight trains, if the function of the axle bearing is lost due to abnormal overheating of the axle box bearing, the load on the axle becomes uneven. Therefore, abnormal overheating in the train axle box bearings can cause serious accidents or derailments. For this purpose, a Hot Box Detector (HBD) was installed in the track side of a high speed line to detect abnormal overheating. This paper proposes an EWMA technique-based axle temperature monitoring method to detect abnormal overheating quickly and efficiently. A statistical design of the proposed method was also performed. The proposed method has better performance compared to the current method in the case of abnormal overheating and the performance is improved by approximately 170% at the maximum.

      • 고속철도차량 시스템의 비용구조 분석에 대한 사례 연구

        The high speed rolling stock system considerably belongs to a special industry which requires large-scale investment cost but the recovery term is long. Therefore, to guarantee risk and possibility of technological success in initial investment, tools concerned with various expecting methods like life cycle costs analysis and credibility management are used. In view of this characteristics, the cases on cost structure for HSR RS previously invested should be studied and the method to appropriately allocate the life cycle of each sub-system like arrangement unit, electric device, braking device, door and car body should be realized. Moreover, the environmental aspects of main manufacturer and parts supplier can be checked. This study, through the case study for HSR cost structure in introduction and operational stage of KTX, aims to seek for the method to adapt to environmental changes like EU railway industry of which object is to acquire global market competitiveness by integrating manufacturing and operation of RS and the regulation and operation of IRIS which is performed in Europe.

        Rolling Stock maintenance which had been operated centering on manpower before 1990s, was integrated on the basis of the system through computerization and information progress thanks to development of IT technology. The system based on rolling stock unit was modulated per equipment and maintenance system based on parts unit led to the inevitable change of maintenance method. Through the earlier method of traditional repair stage to maintenance stage centering on credibility with fixed time and conditional criteria, overcoming the limits of existing maintenance method and change of rolling stock management paradigm was accelerated; As railway operation environment has changed to acquire the global level technological competitiveness and development of profit-creating model were raised as important issues. This paper aims to, through higher technological competitiveness of global standard to cope with this change of environment, suggest the method of heavy maintenance implementation to raise the status of railway, and reviews the repair environment of advanced railways and describes the process to analyze and apply the construction of heavy maintenance facility on high speed rolling stock and promotion procedure of application method for the heavy maintenanc.
