이 연구는 한국의 이주정책이 현재 정치적 법적으로 사용되고 있는 ‘다문화’ 정책이라는 용어에 걸맞는 성격을 갖고 있는가에 대한 문제제기에서 출발하여, 서구에서 수입, 소개되고 있는 이주정책의 유형론 중 캐슬스와 밀러의 차별배제/동화주의/다문화주의의 이주정책유형론과 그 전형적인 사례국들을 검토하여 서구 이주정책 유형들의 이념형적 내용을 확정한 후 이를 한국 이주정책의 분석틀로 활용하였다. 이에 따라 안정적인 정주의 권리, 노동시장에 대한 접근, 복지권 및 정치권, 이주민을 위한 적극적 정책 등의 다섯 가지 범주에 대해 새터민, 결혼이주여성, 외국국적동포노동자, 비동포이주노동자, 화교, 난민 등 여섯개 이주집단들에 대한 정책의 내용을 파악한 결과, 한국의 이주정책은 전형적인 차별배제의 모형에 해당함을 확인할 수 있었다. 또한 한국이주정책의 차별배제의 논리는 내국인노동자 →외국국적동포 →외국인노동자 →비합법체류자들로 이어지는 민족내부의 그리고 민족과 비민족 간의 차별과 분리라는, 서구사회보다 더욱 층화적이고 배제적인 특징을 지니고 있음을 볼 수 있었다. 노동이주가 지속되는 한 한국사회는 현재보다 더 다양한 이주민을 포괄하는 사회로 변화할 수밖에 없으며 이에 따라 한국사회에서도 이주를 둘러싼 사회적 갈등과 통합의 문제가 중요한 사안이 되어갈 것으로 보인다. 차별과 배제의 논리는 그 대상이 같은 민족이든 혹은 이민족이든 늘 사회의 통합에 문제를 야기하게 되며, 현재와 같은 층화된 차별배제의 정책은 한국사회 내에 더욱 복잡한 갈등구조를 양산하게 될 수 있다. Starting from a question about the terminology of ‘multicultural policy’ which is used by Korean government, this study analysed Korean immigrant policies with the discriminate exclusive/assimilate/multicultural immigrant policy typology that Castles & Miller(1998) has classified. From the investigating five categories - secure status of residency, accessibility to labour market, social rights, political rights and special social policy - for six immigrant groups which are refugees from North Korea, marriage immigrants, Korean immigrant laborers whose nationalities are foreign countries, foreign immigrant laborers, Chinese residing in Korea and refugees not from North Korea, it has been concluded that Korean immigrant policies belong to typical discriminate exclusive model. They are based on double divisions and more exclusive and stratifying than western European guest worker policies. One of those division is between nations with Korean nationalities and nations without Korean nationalities and the other is between nations and non-nations. It makes a hierarchical structure of laborers, which is laborers with Korean nationalities → Korean immigrant laborers without Korean nationalities → legal foreign immigrant laborers → illegal foreign immigrant laborers. The logic of exclusive discrimination like this would result more complicated and severe conflicts in Korea heading up more various ethnic society.
