텍스트마이닝 기법을 활용한 부산시 지역혁신정책 동향분석

현대 사회에서는 다양한 사회문제가 발생하고 있고 지역정부에서는 이러한 문제를 해결하기 위해 많은 노력을 기울이고 있다. 해결 방안을 모색하기 위해서는 먼저 당면한 지역사회정책 특히 지역 경제성장 및 발전과 연관된 지역혁신정책의 동향을 살펴볼 필요가 있다. 본 연구의 목적은 지역혁신정책의 동향을 분석하고 다른 지역혁신정책과 연관성이 높으면서 영향력이 큰 지역혁신정책을 살펴보고 그 시사점을 도출하는 데 있다. 이를 위해 빅데이터를 활 용한 데이터 분석 기법중 비정형 데이터 분석의 하나인 텍스트마이닝 기법을 활용하여 2002년부터 2015년까지 부산 시정신문인 “Buvi News" 기사를 분석하였다. 분석 결과 지역혁신에 있어서 인프라 사업의 이슈가 상대적으 로 감소하는 경향을 보이고 있으며, 엔터테인먼트산업의 다양한 사업이 증가하는 경향을 보이고 있다. 또한 동･서 균형개발 사업과 해양관광 사업은 민선 5기 이후 활발히 논의되고 있다. 본 연구는 지역혁신과 관련된 핵심문제 도출을 위해 텍스트마이닝 분석 방법을 제시하였고, 후속 연구를 유발하였다는 학문적 기여도를 가진다. 또한 실제 지 방정부 및 행정기관에서 정책 수립을 위한 자료로 활용할 수 있다는 실무적인 기여도가 있다. In the modern society, various social problems are occurring and regional governments are stepping up their efforts to solve these problems. To find out the solution, it is preferentially necessary to grasp the present social problems that a region is facing. Especially, it is important to examine the trend of policies for the regional innovation related to the local economic growth and development. The purpose of this study is to analyze the trend of policies for the regional innovation and draw regional innovation policies highly related with the others and more influential than them. To this end, we utilized text mining method, which is one of the informal data analysis method and analyzed the articles from 2002 to 2015 of “Buvi News”- Busan municipal government newspaper. The results of analysis showed the following implications. The importance of the infrastructure issue for the regional innovation is relatively decreased, while entertainment business has been a hot issue. In addition, it has been actively discussed on the activation of marine tourism and balanced development of the east and west area in Busan since the 5th mayor’s term elected by popular vote. This study suggested a analysis method to draw a major issue related with the regional innovation and gave an academic contribution, triggering a follow-up study. Practically, the result of this study could be utilized as guideline for the policy establishment in the local government and the administrative agency.
