북한의 ‘과학기술 강국’ 구상과 남북 과학기술 교류협력

To understand North Korea's demand for inter-Korean exchanges and cooperation, it is important to pay attention to its vision of ‘a scientific and technical power.’ At the 7th Party Convention in May 2016, the highest resolution body of the Workers’ Party, the Kim Jong-Un regime stipulated the building of ‘a scientific and technical power’ as ‘the primary task’ for making its country a socialist power. At the Central Committee of the party held in April 2018, the regime decided ‘concentrating all efforts on the socialist economic construction’ as the new strategic line following the line of ‘simultaneously pushing forward the economic construction and the building of a nuclear force.’ In addition, the regime resolved to develop science and education rapidly in order to realize the new line. Succeeding Kim Jong-Il’s science and technology-oriented policy, the regime has been emphasizing the development of science and technology from the beginning. The regime has been raising the proportion of science and technology in all sectors of the nation such as economy, education, defense, healthcare and culture for the rapid development of the state based on science and technology. North Korea has also tried to increase the share of science and technology in foreign affairs, and proposed to South Korea several times to exchange science and technology. Even North Korean scholars already published a paper in a South Korean journal in August 2018. Therefore, in order to enhance the possibility of inter-Korean exchanges and cooperation, it is necessary to consider cooperation and exchange of science and technology at various levels and forms in all spheres of society such as business, education, medicine, culture, and civic organizations as well as scientists and engineers. 남북 교류협력에 대한 북한의 수요를 파악하기 위해서는 북한의 ‘과학기술 강국’ 구상에 주목해야 한다. 북한은 2016년 로동당의 최고 의결기구인 당 대회를 36년 만에 개최하여 과학기술 강국을 사회주의 강국을 건설하기 위해 ‘선차적으로 점령해야 할 목표’로규정하였다. 2018년 4월에는 로동당 중앙위원회 전원회의를 개최하여 ‘경제와 핵의 병진노선’을 종결하고 ‘사회주의 경제 건설에 총력 집중’을 새로운 전략적 노선으로 결정했으며, 이를 실현하기 위해 과학기술과 교육 발전에 주력하기로 결의했다. 김정일 시대의 과학기술 중시 노선을 계승한 김정은 정권은 출범 직후부터 과학기술 발전을 강조해왔으며, 과학기술에 기초한 국가의 빠른 발전을 위해 경제·교육·보건의료·문화 등 모든부문에서 과학기술의 비중을 높여왔다. 북한은 대외관계에서도 과학기술의 비중을 높이려 하고 있으며, 한국에도 과학기술 교류협력을 여러 차례 제안하고 한국 학술지에 북한학자들의 논문을 투고하기도 했다. 따라서 남북 교류협력의 성사 가능성을 높이기 위해서는 국내 과학기술계는 물론이고 경제계, 교육계, 의료계, 문화계, 민간단체 등도 각자의 수준에 맞는 과학기술 교류협력을 검토할 필요가 있다.

현대사회 변화에 따른 성경적 상담의 방법:성경의 가르침을 중심으로

In unparalleled (incomparable) science and a social-cultural change that are happening nowadays, predicted dystopic discussions regarding the future predispose a loss of direction, anxiety, and a sense of crisis. Dystopic dis- cussions claim that human life will be abundant occur doubts due to un- certainty as well. In this reality, what is the truth in the situation that are people experiencing, and what must be our response and decision? In these questions, the Bible state clearly that to worship and know God is wisdom. Therefore, regardless of period, human’s thought, respond, and choice must be founded on truth words in the Bible and to come to resemble Jesus Christ by obeying the words. Sincerely, to become a man who obeys the Bible must be taught to know the Bible. Diligently teaching Bible is also a command from God. The purpose of this article is to teach words in the Bible that are connected to the Gospel in counseling practice sites that most encounter people’s painful emotions, anthropocentric thinking, sense of crisis, anxiety, and confusion that are affected by social change and cul- tural influence: To teach Bible in the situations above, biblical counseling method will be applied This article, the area of a change in modern society, will look at a change in scientific technique, sociocultural, modern counseling culture, and bib- lical counseling and will present that loss of a corrupted humanity that is influenced by a change in modern society is possible through biblical iden- tity recovery. 오늘날 일어나고 있는 유례없는 과학과 사회문화적 변화 속에서 미래에 대 한 디스토피아적 예측의 담론들은 방향성 상실, 불안, 위기의식을 갖게 한다. 인간의 삶이 더 윤택해질 것이라는 유토피아적인 담론들에 대해서도 불확실 성으로 인한 의구심은 마찬가지다. 이러한 현실 가운데, 사람들이 ‘처한 상 황에서 진실’은 무엇인가, 그리고 ‘우리의 반응과 선택’은 무엇이어야 하는 가? 여기에 대해 성경은 ‘하나님을 경외하고 아는 것이 지혜’라고 명확하게 말한다. 그러므로 시대를 불문하고 인간의 생각과 반응 그리고 선택은 진리 의 말씀에 기반해야 하고 또 그 말씀을 순종함으로 그리스도를 닮아가야 한 다. 그러므로 말씀에 순종하는 사람이 되기 위해서는 말씀을 알도록 가르쳐 야 한다. 하나님의 명령 또한 부지런히 말씀을 가르치라는 것이다. 본고의 목적은 현대사회의 변화와 문화적 영향으로 인한 사람들의 고통스러운 감 정, 인간중심적사고, 위기의식, 불안과혼란과같은상담의실천현장에복 음을 연결하는 것이다. 이에 현대사회의 변화의 영역으로 과학기술, 사회문화, 현대 상담문화와 목회 상담 영역에서의 변화를 살펴보고, 현대사회의 변화와 그 영향으로 인한 인간성 상실은 하나님을 반영하는 존재로서의 성경적 정체성 회복을 통해 가능하다는 것을 밝힌다.
