부산 하계올림픽 유치방안 탐색: 메가 스포츠이벤트 분산개최 사례를 중심으로

이 연구는 부산광역시의 하계올림픽 유치에 대한 당위성을 고찰하고 주요 메가 스포츠이벤트 분산개최 사례를 분석함으로써 부산 하계올림픽 유치방안을 탐색하는데 목적이 있다. 연구의 목적을 달성하고자 문헌연구를 통해 부산광역시의 하계올림픽 유치 관련 선행연구를 검토했으며, 1988 서울 하계올림픽과 2018 평창 동계올림픽 그리고 기타 메가 스포츠이벤트의 분산개최 사례를 분석하여 부산 하계올림픽 분산개최 방안을 제시하였다. 이 연구의 결론은 다음과 같다. 첫째, 부산광역시는 하계올림픽 유치 및 분산개최의 당위성을 세부적으로 검토해야 한다. 둘째, 부산광역시는 하계올림픽 유치활동 단계부터 분산개최를 적극적으로 활용한 방안을 마련해야 한다. 셋째, 주요 메가 스포츠이벤트의 분산개최 사례분석을 바탕으로 경제적이며 효과적인 부산 하계올림픽 운영계획을 세워야 한다. 넷째, 부산 인근 지역의 분산개최를 통해 하계올림픽을 유치하는 방안을 고려해야 한다. 다섯째, 부산을 중심으로 전국 규모의 분산개최를 통해 하계올림픽을 유치하는 방안을 고려해야 한다. 여섯째, 성공적인 부산 하계올림픽 유치 및 분산개최를 위해서는 인근 지역뿐 아니라 전국적인 지지와 협력을 이끌어내야 한다. The purpose of this study is to examine the necessity of Busan Metropolitan City 's invitation the Summer Olympic Games, and to review for a way for invitation the Busan Summer Olympics by analyzing distributed host cases of major mega sports events. This study examined research on the Busan Summer Olympics through the literature review and analyzed the distributed host cases of 1988 Seoul Summer Olympics, 2018 Pyeongchang Winter Olympics and other mega sports events, and proposed a way to distributed host the Busan Summer Olympics. A conclusion of this study is as follows: First, Busan should examine the necessity of attracting and dispersing the Summer Olympics in detail. Second, Busan should prepare ways to actively utilize distributed host from the stage of invitation the Summer Olympics. Third, based on the case analysis of mega sports events, should establish an economical operation plan for Busan Summer Olympics. Fourth, a way to invitation the Summer Olympics should be considered through the distributed host of neighborhood city in Busan. Fifth, a way to invitation the Summer Olympics should be considered through the distributed host of all parts of the country, centering on Busan. Sixth, to successfully host and distribute the Busan Summer Olympic Games, it is necessary to draw up national support and cooperation as well as neighboring cities.

부산 하계올림픽 유치를 위한 절차와 과제: 올림픽 어젠더 2020을 중심으로

이 연구의 목적은 부산광역시가 향후 하계올림픽을 유치하기 위한 절차와 과제를 검토하는 것이다. 문헌연구를 통해 올림픽 어젠더 2020과 올림픽 유치를 위한 절차를 분석하였으며, 이를 통해 부산 하계올림픽 유치를 위한 과제를 제시하였다. 본 연구의 결론은 다음과 같다. 첫째, 부산광역시는 부산 하계올림픽 유치 계획에 대한 연구를 실시해야 한다. 둘째, 하계올림픽유치에 적합한 수준의 스포츠인프라 구축을 위한 정책이 제시되어야 한다. 셋째, 올림픽 어젠더 2020 활용 방안 및 분산개최의 타당성에 대한 구체적인 검토가 필요하다. 넷째, 하계올림픽을 통한 남북 협력 방안을 구상해야 한다. 다섯째, 부산광역시와 관계 부처의 소통 및 협조 체제를 구축해야 한다. 여섯째, 부산 하계올림픽 유치에 대한 전반적인 준비를 담당할 조직체계를 갖춰야 한다. 일곱째, 국내·외 이해관계자에 대한 분석 및 네트워크 구축을 위해 노력해야한다. 여덟째, 지속적인 국제스포츠대회 유치 및 개최가 이뤄져야한다. 아홉째, 스포츠와 문화·기술의 다양한 융합을 이뤄내야 한다. 열째, 부산시민과 전국민적인 지지를 이끌어내야 한다. The purpose of this study is to examine the process and tasks for invitation the Busan Summer Olympic Games. This study examined the Olympic Agenda 2020 through the literature review and analyzed the process of invitation the Olympic Games, and proposed the tasks for invitation the Busan Summer Olympics. A conclusion of this study is as follows: First, Busan Metropolitan City should conduct a study on the Olympic Games bid. Second, a policy should be proposed to build a sports infrastructure suitable for attracting the Busan Summer Olympics. Third, the Olympic Agenda 2020 needs to be carefully examined for its utilization and the feasibility of distributed host. Fourth, it is necessary to envision a plan for South and North Korea cooperation through the Olympic Games. Fifth, Busan and related ministries should establish communication and cooperation system. Sixth, it should have an organizational structure that will prepare the overall preparation for Busan Summer Olympics. Seventh, efforts should be made to analyze stake holders and build networks. Eighth, international sporting events should be held continuously. Ninth, Various sports, culture and technology should be convergence. Tenth, it should lead the support of citizens of Busan and the whole people.
