철도관광의 협력적 거버넌스 사례연구: 분천역 산타마을 개발사례를 중심으로

본 연구는 철도운영기관과 지방자치단체, 지역주민 등이 협력하여 시골 간이역을 관광자원으로 개발한 사례를 협력적 거버넌스 모형을 적용하여 분석한 사례연구이다. 철도운영기관이 주도한 5대 철도관광벨트사업 중 분천역 산타마을은 협력적 거버넌스를 통해 성과를 거둔 성공적인 사례의 하나이다. 본 사업에서 철도운영기관의 리더십은 이해관계자를 설득하고 참여시키는 주요 동력으로 작용하였으며, 협력과정에서 ‘작은 승리’를 거쳐 선순환하며 발전하였다. 그러나 리더십만으로는 철도관광분야에서 협력적 거버넌스가 제대로 작동하기 어렵기 때문에 지속가능한 거버넌스로 결속하기 위한 제도적 장치가 필요하며, 협력 초기 단계 부터 모든 이해관계자가 포괄적으로 참여하고 신뢰를 바탕으로 이익을 공유할 수 있는 시스템적 접근이 요구되었다. 본 사례 연구는 철도운영기관과 협력적 거버넌스를 성공적으로 조직하고 운영하는데 중요한 정책적 함의를 제공한다. This study introduces a rail tourism product developed by a rail operator, the local government and the community members to improve the old rail station into the local attraction. We analyze this case study in terms of the cooperative governance model. This tourism project has been evaluated as one of the most successful stories that achieved by cooperative governance model in the rail tourism business. While the leadership of the rail operator contributes to persuade and encourage stakeholders to participate the development process, the project has been developed through “the small victory” in the middle of cooperation stages. This study reveals that the suitable institutional device in support of the sustainable governance is required to achieve the cooperative governance in the field of rail tourism, as the leadership would not the sole factor to make it work. We also found it needs to be considered the trustworthy systematic approach that shares the profits from the first stage of cooperation to encourage all stakeholders being participated. This case study presents important policy implications to one who needs to organize and operate the cooperative governance with railroad companies.
