The study is to aim at searching the course of the regional development in the Nockdong area and purnishing information with the overall development plan of the area. This study is consisted of 5 chapters as follows ; The introduction, the pressent conditions of the Nockdong area, the dweller's way of thinking on the regional development, the basic course on the regional development plan of the Nockdong area, and the concusion. This study is mainly summarized as follows; 1. The establishment of the human settlement area system in the urban-rural continum development. 2. The foundation of the priority course in the regional development. 3. The activation of the small to wn(Nockdong). 4. The planing of the long-range overall development. 5. The developing course in each development project. Six projects are as follows ; The tourist development of the Sorok-island, The expansion of the Ssagchoong-shrine and the creation of park, the tourist development of the Nockdong area, the creation of agricultural and industrial complex, the conservation of purity sea area, and the development of the Nockdong-new town and the Nockdong-port.

Reestablishing the role of property taxation could be a research task to be considered first of all in order to build up sound local finance and perform proper taxation by local governments. Therefore, a study of property tax incidence theories could help us to have an eye to the regional economic effects of the course application of the differential rate of property tax among regions. The aim of this paper is to give an idea to find a solution to the problems of underdeveloped areas and income redistribution in Korea where local autonomy has been expected to be practised in near future by surveying property tax incidence theories and empiricals. The summary of this research are as follows: Different from the ‘Old view’ that property tax is regressive, under the ‘New view’ from the point of view of particular localities, increases or decreases in property tax rates are likely to be shifted in ways which affect noncapital incomes by creating capital flows from higher taxing areas to lower taxing areas, that is, the tax will have the effect of discouraging development in areas where taxes are high, in favor of development in areas where taxes are lower. Some empirical papers provide evidence that high property taxes, ceteris paribus, are a deterrent to business locations or local property taxes matter to firms. Therefore, it seems to be desirable to introduce the system of taxing differential property rates among regions which will bring about regional development effect of underdeveloped areas in the long run. However, in case of Korea prior to this, actualization of property assessment based on market price and reform of tax rate structure which could improve vertical equity should be preceded as a condition precedent to introduce it.

At last our agricultural market has been opened to the international competetion, and the approaching implimentation of the Uruguay Round accords and bilateral arrangements with major countries exporting agricultural products are bound to give them wider and eventually all-out access to our local market. One of the most talked about proposals at this juncture is to foster the producers' organization for agricultural products. The concrete measures to do this is as follows. 1. Government have to foster leaders for rural community through the reorganization of existing agricultural colleges and provide collage graduates with the financial support enough to reside in rural area. 2. Local government must foster leaders through the establishment of professional school for aspirants who wants to become agricultural manager but have no chance to get a regular agricultural school education. 3. Farmers who intend to establish the producers' organization to develop a successful strategies for business. 4. Local government or government must make the best of business incubator system which can provide newly emerging producers' organization with the various services, information and financial support etc,.

광양만권 개발의 현안문제와 개선방향 : 광양 컨테이너부두와 광양만권 산업단지를 중심으로 Emphasis on Kwangyang Container Port and Its Surrounging Industrial Zone

This study is intended to analyze the essence of development plan of Kwangyang bay area. The contents of this development plan divided as two parts. They are about container port and industrial zone. Especially the development of industrial zone is related to the Kwangyang container port evolvement. If Kwangyang harber can be a eminent role in East-North Asia, this region will be a high-tech export industry collectives. To accomplish these goals, the government and local bodies should recognize the importance of this region's development and make effort to maximize development effort. Kwangyang bay area prosperity will enable Korea to realize secondary economic miracle.

住岩댐 一圓의 觀光開發 展望에 關한 地理學的 小考

The structural complexity and living style of the contemporary society, characterized by specialization and division of labor, have transformed the tour travel patterns of the general public. It may be said that the degree to which such activities as tourism, recreation, sports, etc. take posession of significance in our everyday life has been increased as so much. The aims of this study are to overview the characteristics of tourism geography, to prospect the future directions of tourism, and to discuss some points at issue in relation to the tourist resources developing plans in Chuam Dam area. This area is the unique place where, with unpolluted environments, the natural toruist resources and the traditional cultural heritages are in existence simultaneously in Chonnam Province. So in the face of discrepancies between developmentalism and conservationism, this area must not be overdeveloped. At the same time, absolute conservationism does not coincide with the ultimate purpose of regional development, that of the most effective utilization of regional resources. Conclusively the developing diretions of tourist resources must have intention to being not conflicted with the requirements such as job expansion, regional development, natural conservation, and value maintenance of the tourist resources in that area. In order to achive these aims, a thorough discussion and examination about the developing directions and the regional characteristics must have precedence over the execution of tuorist resources development in Chuam Dam area.

Every circumstance surrounding Korean agriculture is getting worse and unfavorable. First of all, in view of domestic situation, Korean agriculture faces widespread small scale farming, greater proportion of an old labor force, rice monoculture, stagnant and neglible investments, and the poor infrastructure in support of agricultural production. Thus, the agricultural and rural areas remain underdeveloped with low productivity. In addition to the challenging internal problems of agriculture, the agricultural industry is not internationally competitive and not well prepared for the market liberalization. It is clear that, under open international competition, many low productivity farms would be forced out of business, and the resulting social cost and unrest would be significant. In this point of view Korean government has enforced urban-rural integration Under these considerations, the main objectives of this paper are 1) to analyze the regional agricultural structure of urban-rural integration(Sunchon City) and 2) to find out the organization direction of regional agriculture to urban-rural integration. In conclusion, in order to organize regional agriculture to urban-rural integration, we should make all-out efforts such as Production-Pursuiting Type, Marketing-Oriented Type, and Regional Self-Supporting Type.

順天市 農業構造의 변화 분석

This study was aimed to analyze deeply on the structural changes of Sunchon city agriculture since 1990 with an emphasis the Valuation Reports on the First-Stage Agriculture & Fishery Development Plan in Sunchon City, which was established as a part of agricultural policy reform. Observing of the current situation and structure in Sunchon agriculture at this point of integrated time, it is believed that this is aided to carry out agricultural policy rationally and contributed to establish the Long-term Agriculture Development Plan of Sunchon City.
