Economic Paradiplomacy of Canadian provinces in North America

This article analyzes the international relations of the Canadian provinces in recent decades, especially observing exports and imports with the United States and Mexico, but also in the international arena. The analysis is conducted both from a national and subnational perspective, considering economic patterns and trends. In the same way, we observe the productive activities and the most relevant industries in the economy of the Canadian provinces and their connection with international markets. The aim of this article is to examine the economic relations and international activities of Canadian provinces. We concentrate on the cases of Ontario, Quebec, Alberta and British Columbia. Economic integration in North America has paved the way to other forms of cooperation between subnational governments on diverse topics, through diverse regional organizations and through international agreements.
Recent Brazilian research on thunderstorm winds and their effects on structural design

Codes for structural design usually assume that the incident mean wind velocity is parallel to the ground, which constitutes a valid simplification for frequent winds caused by sypnoptic events. Wind effects due to other phenomena, such as thunderstorm downbursts, are simply neglected. In this paper, results of recent and ongoing research on this topic in Brazil are presented. The model of the threedimensional wind velocity field originated from a downburst in a thunderstorm (TS), proposed by Ponte and Riera for engineering applications, is first described. This model allows the generation of a spatially and temporally variable velocity field, which also includes a fluctuating component of the velocity. All parameters are related to meteorological variables, which are susceptible of statistical assessment. An application of the model in the simulation of the wind climate in a region sujected to both EPS and TS winds is discussed next. It is shown that, once the relevant meteorological variables are known, the simulation of the wind excitation for purposes of design of transmission lines, long-span crossings and similar structures is feasible. Complementing the theoretical studies, wind velocity records during a recent TS event in southern Brazil are presented and preliminary conclusions on the validity of the proposed models discussed.

The design and fabrication of a bilayer Ti6Al4V–Ti6Al4V/30Ta component were performed by using the powder metallurgyprocess and solid-state sintering as the consolidation step. Phase change and sintering densifcation of the component werestudied by dilatometry. The addition of 30 vol% of Ta to the Ti6Al4V matrix had a noticeable efect over the microstructuraland mechanical properties of the alloy, which showed decrements of up to 12.2 and 21.5% in nano-hardness and elastic modulus, respectively. The decrement of these properties strongly afected the wear and corrosion performance of the component. Special attention was focused on the intermediate zone between layers denoted by a transition zone, which presented betterwear response because of the properties and microstructure caused by the gradient difusion of Ta. Ti6Al4V/30Ta alloyshowed an improved corrosion behaviour compared to Ti6Al4V alloy, decreasing 2.4 times their susceptibility to corrosionand about two orders of magnitude their corrosion rate. The bilayer component in this study is proposed as an alternative todecrease the consumption of expensive materials with improved properties.
Ruxolitinib and the Mitigation of Severe COVID-19: A Systematic Review and Meta-analysis

Background: The cause of end-organ damage and acute respiratory distress syndrome (ARDS) in coronavirus disease 2019 (COVID-19) patients is postulated to be connected to the uncontrolled increase of pro-inflammatory cytokines. The upregulation of many cytokines is dependent on signaling through the Janus kinase 1 (JAK-1) and JAK-2 pathways. Ruxolitinib, a JAK-1 and JAK-2 inhibitor, is documented to have potent anti-inflammatory activity by targeting several cytokines and growth factors with proposed efficacy in the cytokine storm observed in severe COVID-19 patients; therefore, this study examines the efficacy and tolerability of ruxolitinib for adult COVID-19 patients. Materials and Methods: This review was conducted using preferred reporting items for aystematic reviews and meta-analyses (PRISMA) methodology. Six reviewers analyzed 1,120 results. Seven studies were selected and validated. A quantitative meta-analysis was further performed to evaluate clinical improvement at day 28, mortality at day 28, and oxygen requirements comparing treatment and standard of care groups. Results: 168 individuals were involved in the studies selected: 122 in cohort studies, 4 in case reports, and 41 in randomized controlled studies. The ruxolitinib group had a higher likelihood of clinical improvement by the 28th day of treatment when assessed with the standard of care (SOC) group (odds ratio [OR]: 1.48; 95% confidence interval [CI]: 0.53 - 4.16; P = 0.45; I2 = 0%). The SOC group was at a higher risk of experiencing serious adverse events (OR: 0.17; 95% CI: 0.03 - 1.13; P = 0.07). Notably the SOC group had a higher likelihood of death (OR: 0.51; 95% CI: 0.11-2.29; P = 0.07; I2 = 0%). Conclusion: Prior studies on ruxolitinib have demonstrated it is able to decrease inflammatory markers. In recent studies on COVID-19, treatment with ruxolitinib decreased the time on mechanical ventilation, hospitalization time, and the need for vasopressor support. Additionally, ruxolitinib showed decreased mortality and demonstrated improvement in lung congestion as evidenced by computerized tomography imaging. These findings warrant further clinical investigation into Ruxolitinib as a potential treatment approach for severe COVID-19.
Flexible Smart Home Architecture using Device Profile for Web Services: a Peer-to-Peer Approach

In this paper we propose the design and development of a flexible smart home architecture using a peer-to-peer (P2P) approach. We specifically focus on two distinct aspects of this proposed architecture. First, we analyze how the different home devices and services can be represented as individual peers in order to have a decentralized system, which is scalable by nature and avoids the single point-of-failure usually attributed to a centralized server. Second, we investigate the distribution of application workflow logic among the peers to develop a flexible home architecture with autonomous behavior of the peers. We analyze the suitability of Devices Profile for Web Services (DPWS) to realize the proposed P2P-like architecture for the smart home. We further show how to distribute the application workflow logic among the peers and yet achieving the same global behavior of the system. Our experimental results show that DPWS provides tools and techniques, in particular its discovery and eventing mechanism, which can be leveraged to provide flexibility and autonomy in the overall architecture.
IMPACT OF THE EURO ON EUROPEAN PORTFOLIO DIVERSIFICATION

The inception of the euro has led to more transparent pricing of product and valuations of firms. We find evidence that the inception of a single European market has increased the correlation amount country stock markets. While it is generally known that stock return correlations among European countries increased as European barries were reduced during the late 1980s and early 1990s, this study offers a more recent update in light of changes instigated by the inception of the euro. Our results have relevant implications for portfolio managers who use the popular top-down investment approach in Europe in which the country is selected before the industry and company. The top-down approach offers limited diversification benefits. since markets are now more highly integrated as a result of the euro.
