      • “Competency Frameworks ? the efficacy of their use to improve performance in police forces”

        It is argued that one of the keys to the establishment of a police department, identified as an enlightened organization, relies on the proactive recognition of the processes utilized by its leadership. Included within these processes are the programs such as competency frameworks. Competency frameworks support a number of personnel processes for both police officers and police staff, including recruitment and selection, training and development, performance and development reviews, promotion, leadership development, inefficiency procedures and workforce planning. Competencies are an essential tool in the effective management of performance. They help both staff and management by defining the standards of performance and behavior required to be competent in a particular role. Competencies enable the police department to identify the requirements of different roles more accurately, match individuals to roles and improve performance. They assess the capability and potential of individuals, identifying their development needs and linking them to targeted training and development plans. Competencies create a common language with which organizations may discuss the executive skills crucial to their survival and competitive performance. The paper explores the use of competencies as a universal management tool for policing and their transfer to other cultures.

      • The Need for Situational Awareness Assessment Tools to Improve Police Decision-Making Competence

        For many occupations the use of instruments of one sort or another are used almost routinely to assess the level of competence of professionals in decision-making, relative to their occupation. Aircraft pilots, doctors, engineers and the like are no strangers to such testing. Members of police departments, nevertheless, have little exposure to such forms of assessment, even though they are required from time to time to make critical decisions regarding public safety. At the Law Enforcement Management Institute of Texas (LEMIT), part of the Criminal Justice Center, Sam Houston State University, a piece of research has commenced to assess police officers’ levels of situational awareness, with the ultimate intention of designing training that enhances decision-making competence.

        This paper represents one of the first pieces of work undertaken as a result of a collaborative agreement between the Zhejiang College of Public Security in Hangzhou, China, and the College of Criminal Justice at Sam Houston State University. The first domain area being subjected to comparative study is Human Trafficking. The study will review demographic data, definitional and legal issues, data availability, and a series of case studies. The intent is to develop a framework for comparative analysis, to produce meaningful material for publication, and the development of coursework at the two Colleges.

      • CAN KOREAN PCL-R PREDICT IMPLICIT AGGRESSION AMONG KOREAN INMATES?

        This paper focuses on the relationship between psychopathy scores measured by the Korean Psychopathy Checklist—Revised (Cho & Lee, 2008) and inmates' implicit aggression (as opposed to verbally/physically explicit aggression) by correctional staff's evaluations to suggest the utilization of Korean PCL-R. Numerous studies identified the Factor 2 score of the PCL-R as being a more significant predictor of higher levels of disruptive institutional behavior and recidivism than the Factor 1 score (e.g., Walters, 2003). First, we found tha tKorean psychopathy scores, in comparison to other static variables (age, the number of previous crimes, using a weapon, and having an accomplice), predicted implicit aggression among Korean inmates using the hierarchical regression model. Secondly, we found Factor 2 to be a better predictor for implicit aggression than Factor 1. Therefore, our study suggests the utilization of the Korean PCL-R to the criminal justice system in South Korea.

        3-Dimensional fasciectomy: A highly efficacious common ground approach to Dupuytren’s surgery

        Background Numerous Dupuytren’s fasciectomy techniques have been described, each associated with unique surgical challenges, complications and recurrence rates. We describe a common ground surgical approach to Dupuytren’s disease; 3-dimensional fasciectomy (3DF). 3DF aims to address the potential contributors to the high recurrence rate of Dupuytren’s disease and unite current limited fasciectomy practice that varies considerably between surgeons. Methods We describe the 3DF principles; raising thin skin flaps (addressing dermal involvement), excising diseased palmar fascia with a 3−5 mm clearance margin (treating highly locally recurrent conditions) and excising the vertical septae of Legueu and Juvara (providing deep clearance, hence addressing all potentially involved pathological tissue). The surgical outcomes between traditional limited fasciectomy (LF) and 3DF are compared. Results From the 786 operations included (n=585), postoperative recurrence rates were significantly lower for the 3DF group (2/145, 1.4%) than the LF group (72/641, 11.2%) (P= 0.001), and the time to recurrence was significantly longer (5.0±0 years vs. 4.0±0.2 years; P<0.0001). With recurrence excluded, there were no differences between the postoperative complication rates for 3DF (5/145, 3.5%) and LF (41/641, 6.4%) (P=0.4). Conclusions Our results suggest that 3DF leads to lower recurrence rates and a longer disease- free period for patients, without increasing complications. 3DF provides a safe, efficacious, common ground surgical approach in the treatment of Dupuytren’s flexion deformity.
