Who are the voters who have benefited from a tactical distribution of budget of the political class? There is an important literature which seeks to explain the political criteria that underlies the distribution of the public spending. This article provides a study of the Mexican case. Specifically, a panel data model is estimated, providing evidence for the incidence of political criteria in the expansion of the “Oportunidades” social program during the period 2002-2010. The result of our model shows that political turnover and a high degree of political competition could partially explain the municipal assignations from “Oportunidades”.
Estrategia Clientelar de Compra de Voto y Niveles de Marginación

The analysis focuses on the effect of voter poverty levels (measured through approximation by the level of marginality of the area where they live), in relation to the probability of receiving an offer from a broker or political party in the manner of a clientelistic exchange (the trade of votes for goods or other favors). The association is usually an important assumption in research about clientelism and in its theoretical approaches, however, it has been scarcely studied empirically. The analysis was carried out using a post-electoral survey in a municipality of the urban area of Jalisco, Mexico. The results support the assertion that marginalization level is an important predictor of the clientelistic supply.
