EU지역 내 난민문제 갈등에 따른 통상과 투자의 영향: Visegrad 그룹 헝가리를 중심으로

이 연구는 최근 국제적으로 이슈가 되고 있는 난민문제, 특히 EU 지역 내 난민할당제마찰로 갈등을 빚고 있는 EU와 비세그라드 4개국의 난민갈등이 통상과 투자에 어떠한 영향을 미치는가를 연구하였다. 비세그라드 4개국은 EU회원국에 속해 있어 해외직접투자(FDI)유치에 있어 상당한 이점을 가지게 되었으나 현재 난민 갈등으로 인해 이러한 투자 이점이 상당히 감소하고 있는 실정이다. 헝가리는 비세그라드 4개국 중에서도 난민문제로 인한 EU갈등의 중심에 있는 국가이다. 국가의 외교적 문제가 진행되는 양상에 따라 국내 유입되는 투자에 영향을 미칠 수 있음을 비세그라드 4개국 중 헝가리와 EU의 갈등 사례를 통해 살펴보았다. 연구결과 금융위기 이후 유럽 내 FDI가 감소추세에 있으나, 특히 비세그라드 지역에서 FDI의 급격한 감소가 있었다. 이를 통해, EU와의 난민문제로 갈등이 깊어질수록 비세그라드 4개국의 투자지로서의 이점은 감소하는 양상을 보이고 있으며, 이러한 양상은 헝가리를 비롯한 비세그라드 4개국의 투자에도 영향을 미친다. 이에 본 연구는 V4국가의 FDI유입이 EU가입이라는 정치·외교적 상황변화의 영향을 받아 급격히 증가한 것을 밝혔고, 현재의 난민갈등의 고조양상과 함께 그 반대의 상황이 발생할 수 있음을 연구하였다. This study aims to investigate how the conflicts between the 4 Visegrad nations and the EU affect on the trade and investment. The conflict is mainly due to the refugee problems including the EU refugee quota policy. It has examined how the conflicts affect the inward foreign direct investment of Hungary which is one of the four countries of the Visegrad. Hungary is at the center of the conflict against the EU among the four countries over the refugee problem. In fact, Eastern European Countries including Hungary have enjoyed lots of locational advantages by joining the EU. On the other hand, if they do not belong to the EU, they will not be in advantageous stands anymore. Also this study has found out that as the diplomatic conflict between the Visegrad 4 and the EU deepens, the amount of inward FDI into 4 countries will decrease. The results also show that as the conflicts with the EU over the refugee problem deepens, the advantages that the Visegrad had as a source of investment diminish. This also impacts on the investment of the four countries, including Hungary. If the conflicts among the countries continue and develop, it is expected that many domestic companies will suffer a great damage as well. It is also expected that this will greatly affect the domestic economy, which accounts for a large share of exports in the national trade balance.

This paper examines the change of supranationalism in system of the European political union during the European financial crisis. Since the entry into force of Lisbon Treaty, the EU decision-making process of transnational organizations affected the propensity. First, this paper analyzes the changes in the policy-making process, and then this paper introduces the correlation of the European financial crisis with the decision-making process. Also, in December 2009 the European Parliament and the Council of Ministers to the present process and the results of the vote after the vote and effect relationship between the EU and covers the mechanism analysis. The main topics are classified by the community with the policy of each institution"s propensity to vote about whether the relationship between thematic impact analysis.
