Considering the current situation of Korea that it serves as the test-bed of new technologies owing to the brilliantly developing IT infrastructure, it is not difficult to imagine that a new type of cyber-terrorism will occur in Korea that is hardly expected in other countries. The purpose of cyber-terrorism is getting diverse to be social, political, and economic, above and beyond individual purposes of gaining profits and/or showing off skills. Also, it is becoming more organized and professional, targeting more specific targets. Illegal cyber activities such as hacking and virus spreading should not be tolerated as a mistake of an individual or a group who abuses the convenience of Internet with ill will. It is because they cause too much socioeconomic and cultural damage in this society relying on information networks. However, related legal system is not sufficiently prepared yet Both government and civil sector are paying little attention to the system security, privacy protection, and manager appointment, solely focusing on increasing the convenience of cyber users. The convenience of cyber users has to be sacrificed to a certain degree for the security of computer system This paper reviewed Korean laws related to cyber-terrorism such as AICN (Act on promotion of Information and Communications Network utilization and information protection, etc.), Act on protection of information and communication infrastructure, etc. and then discussed some problems. Finally, the author suggested several ways for improvement.
