최근 기후변화로 인한 수자원 확보의 불확실성과 생태환경의 변화에 따라 안전성과 공공성을 고려한 수자원 분야에 대형 사업이 요구된다. 이러한 대형 사업가운데 예비타당성사업에 해당되는 사업은 국가예산낭비 예방의 목적으로 경제성분석과, 정책성분석, 지역균형발전 분석에 기반한 종합분석에 의하여 사업추진이 결정된다. 그러나 대부분 예비타당성분석에 의한 결과는 경제성분석에 크게 의존하는 경향을 보여 비수도권 지역에서는 예비타당성조사를 통과하지 못하는 경우가 있었다. 이러한 점을 보완하기 위해 한국개발연구원에서는 정책성분석의 비중을 높게 두는 수자원부문 사업의 예비타당성조사 표준지침을 수정하였다. 따라서 본 연구에서는 기존 수행된 예비타당성조사에 대한 사례를 분석하고 수자원부문 사업의 예비타당성조사에서 정책성분석의 방향을 제시하는 것이 목표이다. 이에 지난 2002년부터 2019년까지 18년간 수행된 수자원분야 예비타당성 사례조사를 수행하였고, 경제성분석에 포함되지 않는 편익항목을 이용하여 정책적효과 분석방안을 제시하였다. Recently, large-scale projects are required in the water resources sector considering safety and publicitythe due to uncertainty of securing water resources and changes in the ecological environment by climate change. Among these large-scale projects, the projects that fall under the preliminary feasibility study are determined by comprehensive analysis based on economic analysis, policy analysis, and balanced regional development analysis. However, most of the results of the preliminary feasibility study showed a tendency to depend heavily on economic analysis. For this reason, projects in non-metropolitan areas sometimes fail in the preliminary feasibility study. To supplement this point, the Korea Development Institute revised the standard guidelines for preliminary feasibility studies for water resources sector projects that place a high weight on policy feasibility analysis. Therefore, the objective of this study is to analyze the cases of the preliminary feasibility study conducted previously and to suggest the direction of policy analysis in the preliminary feasibility study for water resources sector projects. For this, we analyze preliminary feasibility studies conducted for 18 years from 2002 to 2019, and suggest direction of policy analysis method using the benefit items not included in the economic analysis.

수자원사업 대안선정 및 투자우선순위결정을 위한 다기준의사결정모형 개발

수자원사업은 대규모의 예산이 투입된다. 따라서 수자원사업은 합리적이고 신뢰성 있는 의사결정이 필요한데 그동안 주로 경제성분석에 의존하여 왔다. 본 연구목적은 경제성분석위주의 기존 의사결정이 아닌 사업의 필요성과 투자의 타당성을 다양한 각도로 평가할 수 있는 수자원사업 대안선정과 투지우선순위결정을 위한 다기준의사결정방법을 도출하는 것이다. 본 논문은 경제성 분석 정책적 분석 취약성 분석과 각각의 하위평가항목으로 평가기준을 구성하였다. 또한 전문가 설문을 통한 사전 가중치를 제시함으로써 일관성 있는 평가가 이루어지도록 하였다. 그리고 전문가 설문을 통해 평가항목의 속성별로 위험성향을 고려한 효용함수를 도출하였다. 종합평가점수는 평가항목별 가중치와 속성별 효용점수로 산정된다. 적용결과 평가 기준은 취약성 기준에 큰 영향을 받는 것으로 나타났다. 본 연구는 수자원사업에 대한 효율성과 취약지역에 대한 형평성을 제고하는데 기여할 수 있을 것으로 판단된다. Water resource projects need an enormous national budget. Therefore a reasonable and reliable decision making is required for the planning of water resource projects but decision making has been mostly performed by economic analysis. The objective of this study is to develop a Multi-criteria Decision Making(MCDM) model which can assess the project in various aspects for the selection of preferable alternative and determination of investment priority in water resource projects. In this study the criteria involves economic feasibility policies vulnerability and sub-items which have weights obtained from the expert survey for the consistent evaluation. We also derived the utility function considering risk trend of each item based on the expert survey. Then the total score was estimated by weights of each item and utility score of each attribute. The results show that vulnerability is a major contributor for the criteria. This study will contribute to the selection of proper water resource projects considering efficiency of project and fairness for vulnerable area.
