Last year, the Autonomous Vehicle Act was enacted to respond to deployment of autonomous vehicles. But the Act stipulates the operation of autonomous vehicle pilot zones, In addition, in order to analyze autonomous vehicle accidents and establish a reasonable damage compensation system, the Automobile Damage Compensation Guarantee Act was revised. But, It is necessary to seek plans for institutional development such as detailed concepts of self-driving cars and driving, a security certification system for securing safety of autonomous cooperative driving, and enhancement of the effectiveness of special cases related to personal information processing. I would like to seek ways to improve the legal system to respond reasonably to the deployment of autonomous vehicles.

아래로부터의 지정학: “한국의 히로시마” 합천의 원폭피해자를 사례로

한국 사회에서 1945년 일본에 투하된 원자폭탄은 일본 제국주의의 몰락을 이끌어낸 사건으로만 기억되어, 피폭자 수십만 명 중 10% 이상이 한국인이라는 점은 잘 알려지지 않았다. 이러한 배경에서 본 연구는 한국인 원폭피해자들이 오랫동안 침묵을 강요당한 현실을 살펴보았다. 본 연구에서 제시하는 ‘아래로부터의 지정학’ 관점은 피해자의 시각에서 지정학을 조명하는 서발턴 지정학의 연장선 상에 있다. 그러나 본 연구는 다층적 억압 기제의 피해자인 동시에 이를 극복하고자 노력하는 합천의 원폭피해자를 통해, 스케일과 서발턴의 행위가 교차되는 방식이 서발턴 지정학의 논의에 추가되어야 한다는 점을 강조하고 있다. 요약하자면 피해자들이 겪은 억압 기제는 해방자로서 미국 헤게모니와 동아시아 지정학, 피해자의 정체성을 규정하는 주체인 국가, 피해자의 책임을 강조하는 가정과 몸(body) 등 다양한 스케일에서 존재한다. 한편 이에 대항하는 피해자들의 극복 전략은 개인과 지역사회의 연대에서 시작하여 국민국가의 책임에 대한 문제 제기, 한일 시민연대, 헤게모니 국가의 정당성에 대한 문제 제기에 이르고 있다. 원폭피해자를 둘러싼 억압 기제와 이에 대한 서발턴의 대응은 서발턴 지정학의 여러 논점 중 지정학의 역동성을 강조하는 ‘아래로부터의 지정학’으로 이해할 수 있다. In Korean society, Atomic bombs dropped on Japan in 1945 have only been remembered as the final blow to Japanese imperialism. However, the fact that 10% of A-bomb victims were Korean has been hardly known in Korean society. This paper deals with the reality that Korean victims have been forced to remain silent. Extending the discussion of subaltern geopolitics, this suggests the concept of ‘geopolitics from below’ to hsed light on the victim’s view. By examining the A-bomb victims who have fought against the multi-layered suppression, this new concept emphasizes that the interaction between scale and subaltern’s action should be fully included in the discussion of subaltern geopolitics. The structure of suppression experienced by the victims exists in multiple scales from the global scale of U.S. hegemony as liberators and the geopolitics of East Asia, the national scale defining the victim’s identity, family and body scale which emphasize victim’s responsibilities. On the contrary. victims have strived to overcome this structure of suppression by the solidarity of individual’s the local community, challenge to the responsibility of nation-state, developing associations between Korean-Japanese NGO’s, and questioning the justification of the hegemonic state. The suppression mechanism surrounding the A-bomb victims and their response to this can be understood as ‘the geopolitics from below’. which emphasizes the dynamics of geopolitics among several issues of subaltern geopolitics.
