지역사회 24시간 아이돌봄센터 운영기반 구축연구: 경기도 24시간 아이돌봄센터 수요조사를 중심으로

본 연구는 경기도 지역의 아동 보호자가 일시적이고 긴급한 상황에서 돌봄서비스를 받을 수 있는 24시간 아이돌봄센터에 대한 수요와 욕구를 파악하고 이를 통해 24시간 아이돌봄센터의 건립과 운영방안에 대해 살펴보고자 수행되었다. 24시간 아이돌봄센터 수요조사의 연구대상은 현재 경기도에 거주하고 있는 0세에서 9세의 아동을 자녀로 둔 보호자이며, 자료수집은 온라인 플랫폼을 활용한 설문조사로 이루어졌다. 연구결과에 따르면 첫째, 조사에 참여한 보호자들은 24시간 아이돌봄센터의 존재에 대해 대체로 인지하고 있었고, 인지 여부는 성별에 따라 유의미한 차이를 보였다. 둘째, 보호자들은 24시간 아이돌봄센터의 필요성에 대한 인식과 이용 의사가 매우 높은 것으로 나타났다. 셋째, 24시간 아이돌봄센터에 대한 자유의견을 분석하여, ‘24시간 아이돌봄센터의 필요성’, ‘기관에 대한 신뢰성 제고’, ‘돌봄교사의 자격관리 강화로 돌봄교사에 대한 신뢰성 확보’, ‘24시간 아이돌봄센터의 전문성 향상’, ‘24시간 아이돌봄센터의 안전성’, ‘근거리 접근성 확보’, ‘이용대상 요건 완화와 이용대상 확대’, ‘돌봄공백 방지 역할 강화’의 주제를 확인할 수 있었다. 연구결과를 바탕으로 지역사회 24시간 아이돌봄센터의 효과적인 운영방안을 모색하고, 적절한 보호와 돌봄을 받을 수 있는 아동의 권리를 실현하기 위한 사회복지적 함의를 논하였다. This study aimed to investigate the demand and needs for 24-hour childcare centers in Gyeonggi Province, Korea with an aim to examine strategies for establishment and operation of the centers. The 24-hour childcare centers allow parents to access childcare services in both temporary and emergency situations. The research participants are parents who have children from ages of 0 to 9 years and are Gyonggi Province residents. On-line surveys were conducted. The research yielded the following results. First, a large portion of the participants were aware of the 24-hour childcare centers though gender differences were identified. Second, the need for and willingness of utilizing the 24-hour childcare services was reported to be strong. Third, the analysis of the respondents' opinions on 24-hour childcare centers yielded several common themes such as ”the need for 24-hour childcare centers, improving trust in institutions, strengthening qualification management of caregivers to ensure trust in caregivers, improving professionalism of 24-hour childcare centers, ensuring safety of 24-hour childcare centers, ensuring accessibility for centers in close range, loosening eligibility requirements and expanding eligibility criteria, and strengthening the role of the centers to fill the childcare gaps. Based on these research findings, implications are provided for the effective management of community 24-hour childcare centers and for ensuring children’s rights to adequate protection and care.

성인 지적장애인을 부양하는 비장애남자 형제의 돌봄경험에 대한 연구

본 연구는 성인 지적장애인을 부양하는 비장애 남자 형제들의 돌봄경험을 이해하는 것을 목적으로 한다. 이를 위해 현상학적 질적연구방법을 바탕으로 심층 면담을 수행하였고, 참여자의돌봄을 다룬 신문기사와 방송 다큐멘터리 등의 문서도 자료로 활용하였다. 자료 수집은 2017 년 8월에서 10월 사이에 이루어졌으며, 4명의 비장애 남자 형제가 연구에 참여하였다. 연구결과, 참여자들이 체험한 성인 지적장애인의 주부양자로서 돌봄경험의 핵심주제는 ‘장애 형제 중심으로 사는 삶’, ‘복잡한 감정을 마음에 안고 사는 삶’, ‘항상 조심스러운 삶’, ‘위로받는 삶’, ‘균형과 조화를 이루려 노력하는 삶’으로 분석되었다. 이러한 연구 결과를 바탕으로 본 연구에서는 성인 지적장애인을 부양하는 비장애 형제와 가족을 위한 정책적·실천적 개입방안을 제언하였다. This study explores experiences of male siblings without disability who are caring for their adult siblings with intellectual disability. To this end, in-depth interviews were conducted based on phenomenological qualitative research methods, and documents such as newspaper articles and broadcasting documentaries covering the care of participants were also used as materials. Data collection took place from August to October, 2017, and four brothers without disability participated in this study. Findings are presented as five themes: a sibling with a disability-centered life, living with complex emotions including emotional ambivalence, cautious life at all times, life to receive consolation, and life trying to achieve balance and harmony. Based on the results, political and practical considerations for brothers without disability and their families who support their adult siblings with intellectual disability are discussed. Implications for social workers are suggested.

아동 긴급돌봄서비스 관련 코로나19 대응 지침에 대한 아동영향평가

본 연구의 목적은 코로나19 확산 이후 아동의 긴급돌봄서비스를 실시하는 시설의 코로나19 대응 지침에 대한 아동영향평가를 실시하여, 재난시기에 아동 긴급돌봄서비스가 아동의 삶에 미칠 수 있는 영향을 아동의 권리보장의 관점에서 검토하는 것이다. 본 연구에서는 보건복지부, 교육부 그리고 여성가족부의 아동 긴급돌봄서비스 관련 코로나19 대응 지침의 구체적인 내용을 분석하였으며, 분석을 위해 아동권리보장원의 아동정책영향평가 매뉴얼과 코로나19 확산 상황에서 발표한 유엔 아동권리위원회 성명서의 내용을 반영하여 수정한 지표를 활용하였다. 연구결과, 아동 긴급돌봄서비스 관련 코로나19 대응 지침은 전반적으로 아동의 권리를 침해하는 부분은 없는 것으로 나타났으나, 대응 지침들은 아동의 발달권, 보호권, 비차별, 의견 존중 및 참여 그리고 아동 최선의 이익 영역에서 아동의 권리를 충분히 고려하지 않은 것으로 평가되었다. 이러한 분석결과를 바탕으로 코로나19 등 재난상황에서 아동 긴급돌봄서비스 대응 지침의 아동 권리 보장을 위한 개선방안을 제언하였다. The purpose of this research was to conduct a child impact assessment on COVID-19 response guidelines for emergency child care services during the pandemic of COVID-19, and to investigate the impact that emergency child care services have on children’s lives during the disaster from the perspective of guaranteeing children’s rights. In this research, the specific contents of the guidelines for responding to COVID-19 related to emergency child care services of Ministry of Health and Welfare, Ministry of Education, and Ministry of Gender Equality and Family of Korea were analyzed. For the analysis, indicators modified are used by reflecting the contents of the Child Policy Impact Assessment Manual of the National Center for the Rights of the Child in Korea and the UN Committee on the Rights of the Child issued during COVID-19 circumstances. In conclusion, it was determined that the guidelines for COVID-19 related to emergency child care services did not violate children’s rights in general, however, the guidelines were evaluated as not sufficiently considering children in the areas of children’s rights to development, protection, non-discrimination, respect for children’s view and participation, and the best interests of the child. Based on the findings of this analysis, improvement measures were suggested to ensure the rights of children in the guidelines for responding to emergency child care services in disaster situations such as COVID-19.

E n este caso nuestro interes no se centra en la perfectividad de un texto literario, sino en la literatura popular com o un ejem plo del espacio m oderno de produccion. 계획행동이론에 기반한 예비퇴직교원의 퇴직기대 및 퇴직준비계획과 퇴직행동의도와의 관계

이 연구는 계획된 행동이론을 적용하여 예비퇴직 교직원들의 퇴직기대 및 퇴직준비를 탐색하는 데 있다. 연구문제는 첫째, 교직원들의 개인배경 특성에 따른 퇴직기대 및 퇴직준비계획은 퇴직행동의도 예측에 어떠한 관계가 있는가? 둘째, 교직원들의 퇴직행동의도에 영향을 미치는 변수는 무엇이며, 변수들 간의 상대적 영향력은 어떠한가? 이다. 연구대상은 40세 이상으로 학교에 재직 중인 교직원 482명으로 하였다. 분석방법은 기술통계량, 상관관계, 분산팽창계수(VIF)를 구하고, 신뢰도와 타당도를 검증하며, 단계적 회귀분석을 사용하였다. 연구결과는 첫째, 교직원들의 퇴직기대 및 퇴직준비계획이 퇴직행동의도 예측에 각각 유의한 영향을 미치는 것으로 나타났다. 둘째, 퇴직행동의도에 미치는 영향은 퇴직준비계획에 대한 태도가 긍정적일수록, 지각된 행동통제가 높을수록, 주관적 규범이 높을수록 높게 나타났다. 이러한 결과는 교직원들이 퇴직준비를 위하여 사전에 은퇴에 대한 기대와 계획된 행동에 따라 퇴직준비를 적극적으로 참여해야 할 필요성 제기를 시사한다. The purpose of this study is to explore the retirement expectation and retirement preparation of pre-retirement school staffs by applying the planned behavior theory. The research questions are as follows: First, what is the relationship between retirement expectancy or retirement preparation plan and retirement behavioral intention prediction accordiong to personal situations of school staffs? Second, what are the variables that affect the retirement intentions of the school staff and what are the relative influences of each variables? The study object were 482 school staffs who over 40 years old. The analytical method is first, to obtain the descriptive statistics, correlation, variance inflation factor(VIF), second to verify the reliability and validity. and third, to use stepwise regression analysis. The result of this study are as follows: First, retirement expectations and retirement preparation plan of school staff are significant effect on retirement behavioral intention prediction. Second, the more positive the attitude according to the retirement preparation plan, the higher the effect on retirement behavior intention. The greater the perceived behavioral control and the subjective norm, the higher the effect on retirement behavior intention. These result suggest that school staffs should actively prepare for retirement in accordance with expectation and planned behavior about retirement.
