도시디자인 브랜드 및 아이덴티티 제고를 위한 Kano 분석법 접목 연구

국내의 각 지자체 및 정부기관은 시민들의 편의와 국가 및 지역의 정체성을 표현하기 위해 관련 법 제정과 도시디자인 기본계획, 가이드라인, 실행계획 수립 등의 다양한 노력을 하고 있다. 본 연구는 실제 사용자가 원하는 도시, 공공의 장소 및 서비스를 제공할 수 있는 성과물을 제작하는 데 도움이 되는 정량적인 지표를 통계적으로 분석하여 제공하고자 한다. 연구의 범위는 국내 지자체로 정하였다. 지자체는 전문기관 및 디자인 전문기업, 도시환경설계사무소 등에 용역을 통하여 도시의 미관을 정비하고 편의성을 높이며 정주성의 기능을 제고하여 시민이 머물고 싶어하는 도시로 만들고자 하고 있다. 또한 관광유치나 도시재생사업 및 지역개발사업을 통해 지역의 위상을 높이고 정체성을 부여하며 지역수입을 높이는 계획들도 실행하고 있다. 우리나라는 국토 면적이 넓지 않고 기후의 특성이나 문화적 차이가 미미하여 각 지자체에서 수립한 계획들은 상당 부분 중첩되고 있다. 이에 본 연구에서는 지자체 간 중첩적으로 수립되는 실행방안에 대하여 실제 사용자 즉 시민이 얼마만큼 원하고 있는지, 어떤 방식의 개선을 원하는지, 실행의 우선순위가 무엇인지에 대한 정량적 기준을 조사하기 위해 마케팅 분석 툴인 Kano 분석법을 적용하여 조사하였다. 연구 결과를 요약하면 다음과 같다. 현재 시행되고 있는 정책 중 실제 시민의 설문을 통해 가장 많이 조사된 특성은 무관심 품질속성인데 이는 시민의 내재된 필요와 욕구를 충족시키기에 미흡한 정책들이 많이 시행되고 있다는 것을 시사한다. 시민들은 주로 안전, 청결, 발전 등을 개선하는 데 높은 관심을 보였으며, 지역의 정체성과 노후지역 개선 등에는 높지 않은 관심을 보였다. 이는 본인의 생활권 안에서 직접 체감될 수 있는 개선책이 필요하며 지역 차원에서 시행하는 발전 사업의 장기 목표를 시민에게 설득시키는 과정도 필요하다는 점을 의미한다. 본 연구의 한계는 설문대상층에 따른 의견이 크게 나눠질 수 있으므로 모집단 층을 두텁게 확보해야 하며, 설문 문항의 작성에 따라 결과에 변화가 생길 우려가 있으니 긍정과 부정 문항의 이해도가 높고 치우침이 없어야 한다. 또한 언어체계가 다른 국가 간 설문을 통해 하나의 결과를 내야 할 경우 다양한 언어가 가지는 차이점에 대한 연구가 부가적으로 필요하다. Kano 분석법은 다수를 대상으로 한 가지 논제에 대하여 니즈의 종류를 확인할 수 있고 니즈의 정도를 정량적으로 확인할 수 있는 툴이므로 향후 도시디자인 영역에서 현황분석, 요구분석, 체크리스트 평가 등 다양한 단계에 유용하게 활용될 수 있을 것이다. Government agencies are making various efforts to establish relevant laws, such as establishing relevant laws and regulations, national and regional design, guidelines, and execution plans. The study aims to establish a quantitative indicator of the achievements of these various efforts that contribute to the creation of cities, public places, and services for actual users. The scope of the study was the local municipal governments. Local governments want to enhance the city’s beauty, accessibility to the city, and convenience of residents. In addition, plans to enhance regional status, boost identities, and regional income are also being carried out by hosting regions of tourism and urban development projects. However, due to the lack of national territory and cultural characteristics, which are characterized by a lack of national characteristics and cultural differences, the plans established by the local governments differ substantially from those of other local governments. In this study, methodology of the Kano analysis to survey how much the public wants to implement, how much they want to improve, and what they want to do first. The results of this study are as follows : Among the currently enacted policies, most of the surveyed characteristics of actual citizens are the ones that lack the necessary policies to satisfy the specific needs and desires of the citizens. Also, citizens showed greater interest in improving safety, cleanliness and development, and are more interested in areas such as regional identity and improvement. It implies that the projects should be tailored to the needs of the person in his/her own life, and the development projects implemented at the local level can be summed up in the process of persuading the citizens to pursue long-term goals. The limitations of this study should be largely divided into sections of the upper part of the study, so that there should be a lot of differences between the results of the survey and the results of the questionnaire. Further, if the language system requires a single outcome through another country survey, a study of different languages is needed. The Kano analysis is a tool to identify and quantitatively identify the kinds of needs for a subject to a large number of uses. In the future urban design area, it will be possible to utilize various stages of analysis, including analysis, request analysis, and checklist assessment.
