국제사회의 대최빈국 원조 평가와 한국원조정책의 새패러다임 모색

선진국들이 제2차 세계대전 이후 원조를 통한 개도국들의 경제사회발전을 시도한 이래 큰 진전이 없자 국제사회에서는 여러 가지 원조방식의 모색을 시도하였으나 여전히 성과는 미흡한 실정이었다. 이에 국제사회는 원조 수원국이었던 한국이 공여국들로부터 제공받은 원조를 통하여 ‘무역을 통한 경제발전’(AfT)의 성공으로 말미암아 원조공여국으로 국격이 바뀐 그 경험을 공유하도록 요구하여 한국은 현재 경제발전경험공유사업(KSP)을 활발하게 추진하고 있다. 이에 본 연구에서는 OECD의 ODA효과성 증진 동참의무, 한국 스스로의 KSP효과성 증진의 필요성 제기, 통일한국 2020∼2030년 비전달성을 위한 에너지자원 및 6대전략광물자원의 안정적 확보 그리고 이머징마켓은 물론 프로티어수출시장 확보를 위해 추진중인 FTA의 활용성 제고 등을 연계시킨 융·복합형 개도국 원조 방식으로 〈ODA-KSP-무역보험-FTA연계형 AfT모델〉을 구축하자는 〈새로운 원조패러다임〉을 제시하고 있다. Since the Second World War, most advanced counties had been working to assist the developing countries’ economic and social development through aid, but unfortunately there has not been big progress as expected. Therefore they had tried to draw and apply several other types of aid and/or methods, their performance is still very insufficient. Hereupon, international society demands that Korea as an OECD/DAC member share its success experience with Least Developed Countries (LDCs) based on Aid for Trade (AfT). Korea responds accordingly and is currently implementing Knowledge Sharing Program (KSP) in many least developing countries. Under this background, the authors suppose that Korea should establish a new aid policy model of “ODA-KSP-Insurance Trade-FTA Linkage Type” on a feasibility assessment basis like in the case of D.R. Congo. The new paradigm of aid model is a fusion and complex type of aids currently available to all developing countries.
