비용, 편익, 교통수요 등 국내 철도투자사업 주요 분석항목에 대한 과소, 과대 추정은 투자 및 예산배분 효율성을 저해한다. 낙관적 편의(Optimism bias)는 이 같은 추정결과에 대한 영향요인 중 하나로서 분석 기초자료, 수행자, 관련 정부기관 및 기타 이익단체 등 분석 전반에 걸쳐 영향을 미치고 있으나 지침상에서 검토되지 않고 있다. 본 연구는 국내 철도투자사업의 계획단계 추정비용과 실제 소요비용간 오차율 산정을 통해 추정 사업비용에 대한 과소, 과대 추정 현황을 분석하였고, 그 결과 사업예산이 전반적으로 과소추정 되는 것을 확인하였다. 또한 이들 사례의 확률분포를 활용하여 사업 유형별 낙관적 편의 수준을 제시하였다. The cost, benefit, traffic demand, the investment of domestic railway projects, such as for the main analysis factors over underestimated or overestimated were undermined the investment and budget allocation efficiency. Optimism bias throughout the analysis of the basic data analysis, project operators, relevant government agencies and other interest groups, as one of the factors impact on the results of the estimation, however it does not count on the instructions guidance. The purpose of this study was to analyze underestimated, overestimated status of the cost of national railway investment projects in the planning stage the error rate calculated between the estimated costs and the actual costs. As a result of this study, it proved to be underestimated the budget of the overall project. Also, utilizing the probability distribution of these cases presented the level with the railway projects of optimistic bias.
