신경세포로 분화된 PC12 세포의 과산화수소에 의한 손상에 대한 15-deoxy-D12,14-Prostagladin J2 (15d-PGJ2)의 세포보호효과

Background: Neurodegenerative diseases are associated with oxidative stress. Antioxidants including 15-deoxy- Delta (12,14) prostaglandin J2 (15d-PGJ2) have been tried as potential therapeutic regimens of the experimental model of neurodegenerative disease. In this study, we investigated the neuroprotective role of 15d-PGJ2 on cytochrome c mediated apoptotic signals in oxidative stress injured neuronally-differentiated PC12 cells (nPC12 cells) by exposing them to H2O2. Methods: Following 100 µM H2O2 exposure, the viability of nPC12 cells (pretreated with 15d-PGJ2 vs. not pretreated) was evaluated by using MTT assay. Immunoreactivity (IR) of cytochrome c, caspase-3, and poly (ADP-ribose) polymerase (PARP) was examined by using a Western blot. Results: In this study, 15d-PGJ2 pretreated nPC12 cells showed an increase in cell viability until the concentrations of 15d-PGJ2 reached up to 4 µM, but there was no increment of cell viability in higher concentrations. The inhibition of cytochrome c release, activation of caspase-3, and cleavage of PARP were demonstrated by the pretreatment of 15d-PGJ2 up to 4 µM. However, these were not observed in the pretreatment with 8 µM 15d-PGJ2. Conclusions: These data show that 15d-PGJ2 affects the apoptotic pathway through downstream signals including cytochrome c and caspase-3 pathway. Therefore, these results suggest that 15d-PGJ2 could be a new potential therapeutic candidate for the oxidative stress-injury model of neurodegenerative diseases.

We propose a systematic method to select the master states, which are retained in the reduced model after the order reduction process. The proposed method is based on the fact that the range space of right eigenvector matrix is spanned by orthogonal base vectors, and tries to keep the orthogonality of the submatrix of the base vector matrix as much as possible during the reduction process. To quentify the skewness of that submatrix, we define 'Absolute Singularity Factor(ASF)' based on its singular values. While the degree of observability is concerned with estimation error of state vector and up to n'th order derivatives, ASF is related only to the minimum state estimation error. We can use ASF to evaluate the estimation performance of specific partial measurements compared with the best case in which all the state variables are identified based on the full measurements. A heuristic procedure to find suboptimal master states with reduced computational burden is also proposed. proposed.

Under the framework of “developing and co-managing the North Korea's Rason Economic and Trade District” between China and the DPRK, the two governments jointly established and operated the “Rason Economic and Trade District Management Committee” as a specific operating agency. The current relevant laws stipulate that the Rason Economic and Trade District Management Committee is “the local administrative authorities that responsible for the management and operation of the industrial zones and specific areas within the Rason Economic and Trade District”. At present, around the operation of Rason Economic and Trade District, the Management Committee has constructed a clear, complete and unique legislative mechanism, and has formulated a large number of principled rules and specific rules. Some rules have already played an active role in practice. However, in general, the legislation is still in the primary and principled legislative stage and has not yet entered the stage of formulation of practical operational rules. The lag of legislation is hindering the economic development of the Rason Economic and Trade District. 在中朝两国 “共同开发, 共同管理朝鲜的罗先经贸区” 机制框架之下, 两国政府共同组建并运行 “罗先经贸区管理委员会” 这一具体操作机构. 现行相关法律对罗先经贸区管理委员会的定位是 “负责管理和运营罗先经贸区内的产业区, 特定区域的当地管理机关”. 目前, 围绕着罗先经贸区的运营, 已形成一个清晰的, 完整的, 独特的立法机制, 并出台了数量不少的原则性规则和具体规则. 有些规则已经在实践中发挥积极作用. 但总体而言, 立法尚处于初级的, 原则性立法阶段, 尚未进入实际操作性规则的制定阶段. 立法的滞后性正在阻碍着罗先经贸区的经济发展.

북한은 외국인투자입법에 있어서 중국의 입법형태를 그 모델로 하고 있다. 그뿐만이 아니라 구체적인 법 구조와 상당부분의 구체내용까지 중국의 상응 법을 참조로 하고 있다. 다만 특수한 국제적 정치 환경 요소의 영향과 독특한 체제유지라는 점에서 볼 때 역시 그 입법 중에는 북한자체의 특수한 내용이 적지 않게 나타나고 있다. 예컨대 합영기업법의 설립절차에서 나타났듯이 중국의 제도와 비교해볼 때 북한의 제도가 더욱 번거롭다는 것을 알 수 있다. 또한 중국에서의 합영기업의 설립심사권은 비교적 분산 되여 있다. 이 점은 기업설립 당사자의 부담을 줄이고 외국투자자의 투자적극성을 높이는데 유리하다. 그러나 북한 합영법 시행규정 제19조에 의하면 중앙무역기도기관은 유일한 합영기업 설립심사기관이며 지방각급정부는 이러한 권한을 갖고 있지 않다. 다시 말하면 합영기업 실립심사 권한이 중앙에 고도로 집중 되여 있다. 경영활동에 관한 제도에 있어서도 양국의 규정을 비교해볼 때 북한은 물자수입, 제품의 판매 등 면에서 정부지령의 엄격한 구속을 받고 있지만 중국 합영기업의 경영자주권은 비교적 충분히 보장 되여 있는 것으로 해석된다. 합작기업의 설립형태에 관하여도 그 가능성을 최대한 넓이고 있는 만큼 융통성 있는 태도를 보이고 있는데 비해 북한은 기업형태에 관해 신중한 의지를 보이고 있다. 이 점은 기업경영권에 대한 입장에서도 충분이 읽을 수 있다. 왜냐하면 북한 합작기업의 경영권은 오로지 북한 측 당사자만이 가지고 있으며 외국당사자는 경영문제에 관하여 자문적 역할밖에 하지 못하기 때문이다. 총적으로 자본제도에 있어서 약간의 융통성을 보이기는 하지만 기타 제도에 있어서 북한은 중국에 비해 매우 보수적이라 할 수 있다. 즉 외국투자기업에 일정한 자주권을 주기는 하고 있지만 역시 정부의 통제가 시종 일관화 되여 있다.

Through the long historical exploration of national problem, China finally chose the special regional autonomy model. The conception of model centralized reflcts the principle of national autonomy and local autonomy. The methods that regional autonomy local realizes autonomy include not only the method that people congress and governance of regional autonomy local manage autonomy affairs, but also the method that people of regional autonomy local participate in the autonomy affairs by means of other routes. China can learn from public paticipation system of South Korea, such as residents voting, request that residents establish (amendment, abolish) regulation, supervision request of residents, etc.
