Due to the COVID-19, digital became an important keyword as experiencing untact culture, and in July 2020, the Korean government presented the Digital New Deal as a keyword of the post-Corona era while explaining the Korean version of the New Deal. Today, when digital has become a keyword in each field, this paper explores the current status and challenges of Confucian digital archives with a sense of problem that the achievements that have already been built to suit digital culture in each field should be reviewed. Since the digitalization of Korea’s classical literature was crried out as one of the ways to overcome the 1997 national financial crisis and the so-called “IMF”, various digital archives have been established in the Confucian field. This paper examines the current status of the project of “Korean Confucian Classics Database,” established by Compilation Center for Korean Confucian Classics at Sung Kyun Kwan University and the project of “the Korean Confucian Classics Data System.” Moreover, this paper explores the Ugyonet of the Korean Studies Institute and the digital archive of the World Confucian Culture Museum of Andong City, as a form of knowledge information archive related to Confucianism. The scope of Korean Confucianism covered by these Confucian digital archive projects encompasses academic research, philosophy, religion, culture, tradition, and tourism. This shows that Confucianism has various meanings in Korea, but the projects titled Confucianism are bound to diversify into various frames because of financial issues. This paper explores the reality of this Confucian digital archive construction project, and at the same time offers suggestions for a more advanced future. In the case of Confucian database, which can be lost forever if its website is closed due to budget problems, it is necessary to have a system that can recognize it as a digital cultural heritage and preserve it at the national level. It is also needed to link data between Confucian digital archive construction institutions and establish a cooperative system, and build archives in various ways in consideration of user needs.

일반적으로 보험요율은 보험가입목적물의 위험도에 따라 공평한 차별화가 이루어지도록 산정하는 것이 기본원칙이나, 현행 풍수해보험 요율체계는 시·군·구 각각을 하나의 보험요율산정단위로 운용하고 있어 보험가입목적물(주택, 온실 등)의 위험도에 따른 공평한 보험요율의 차별화가 이루어지지 않고 있다. 현재 정책보험으로 운영되고 있는 풍수해보험은 수해, 풍해, 설해 등 재해원인을 고려하지 않고 있으며, 재해원인에 대한 지역별 위험을 동시에 만족시키는 취약성 모듈(피해율)에 대한 연구가 국내외적으로 없는 문제점이 있다. 본 연구에서는 침수심별 침수면적을 가중치로 한 풍수해 보험요율 산정기법을 통하여 지역별 풍수해 보험요율을 산정하였고, 지역별 풍해·수해·설해 등 재해원인별 가중치를 보험요율에 대한 적용성을 검토하였다. 이와 같은 선행조건들이 충족된다면 국내의 자연재해 관련 보험요율 산정제도가 한 단계 발전할 수 있는 계기가 마련될 수 있을 것으로 판단된다.

최근 기상이변과 이상홍수로 인한 강우량의 증가로 국내의 중소규모 저수지의 붕괴사고가 증가되고 있는 실정이며, 저수지 안정성 평가에 대하여 위험도 해석의 전반적인 평가과정을 포함하는 연구 및 산업 활동이 매우 부족한 상황이다. 이러한 상황에서 국가재난관리정보시스템(NDMS, National Disaster Management System)의 저수지 관리 또한 한계를 드러내고 있다. 전국에 산재해 있는 소규모의 지자체 관리 저수지는 약 1만 4천여개소에 달하며 이중 약 8천여개소가 1960년대 이전에 설치되어 노후화가 심각한 상태이다. 하지만 지자체는 예산부족과 저수지의 안정성 평가에 대한 구체적인 위험도 해석기법 기술 및 운영 계획의 부족으로 저수지 관리에 소극적인 모습을 보이고 있다. 따라서 본 연구에서는 비교적 운용비용이 저렴하고 데이터를 신속정확하게 얻을 수 있는 무인항공기를 이용하여 저수지에 대한 수치정보 및 3D지형모델을 생성하고 이를 활용하여 저수지 위험도 평가 및 보수보강 투자 우선순위 결정 기술 개발의 기초자료로 활용하고자 한다.

This study examines methods for creating terrain models of reservoirs and techniques for verifying the accuracy. Such methods and techniques use unmanned aerial vehicles which are capable of capturing high-resolution images repetitively, are highly economic, and capable of surveying wide areas. In addition, this study suggests methods of acquiring data for reservoir safety management, the methods which also employ the unmanned aerial vehicles. Therefore, this study helps solving problems that can arise when National Disaster Management System rebuilds a reservoir management database, such as a shortage of local government manpower. This study also contributes to providing element technology necessary for advancing the database.

재해정보지도는 작성목적에 부합하게 사용자가 재해에 관한 정보를 한눈에 알기 쉽게 표시되어야 하며 얻어진 정보를 통해 주민대피와 방재계획 등에 활용되어야 한다. 그러나, 우리나라 재해지도의 작성에 대한 법적인 근거와 지침 등은 마련되어 있으나 각 지자체의 재해지도 필요성과 활용성에 대한 인식부족으로 재해지도의 작성 실적이 매우 저조한 상태이며, 작성주체에 따라 상이한 형태로 제작되어 통합활용에 어려움이 있다. 이에 따라, 재해정보지도의 활용성을 높이고 통합적으로 활용하기 위해서는 재해지도의 작성 지침개정과 작성이 간편한 재해정보지도의 표준모델 개발이 필요한 상황이다. 본 연구에서는 표준화된 재해정보지도 작성의 법적인 근거를 마련하기 위하여 시범 지자체를 선정하여 이들 지자체의 재해정보지도를 제작을 목표로 하고 있다. 본 연구를 통하여 작성되는 재해정보지도는 무인항공기를 이용한 3D모형의 재해정보지도가 될 것이며, 무인항공기의 정확성, 신속성, 경제성 등의 장점을 활용하여 재해정보지도의 통합활용적 측면에서 제작방안을 모색하고자 하였다. 이로 인해 신뢰도 높은 재해정보를 제공함으로써 지자체의 재해정보지도의 필요성에 대한 인식을 증대시키고, 3D로 제작된 재해정보지도는 다양한 방재분야에 활용될 수 있을 것으로 판단된다.
