항행 및 항법 : 시스템 엔지니어링을 적용한 A-SMGCS 적합성 검증 방안 연구

A-SMGCS는 모든 기상조건에서 공항 이동지역 내 요구되는 안전수준을 확보하는 동시에 정해진 지상이동률을 유지하기 위하여 항공기와 차량에게 경로, 안내, 감시, 통제기능을 제공하는 시스템이다. 본 연구에서는 A-SMGCS 적합성 검증방안을 개발하기 위해 시스템 엔지니어링을 도입하였다. A-SMGCS 운용개념을 통해 레벨 Ⅳ급 A-SMGCS에 대한 요구사항을 정의하였으며, 기능분석과 할당을 통해 시스템 아키텍처와 시스템 규격을 도출하였다. A-SMGCS 개발을 위한 WBS와 IMS를 수립하였으며, 마지막으로 시스템에 대한 확인 및 검증을 위한 CCL과 TEMP를 개발하였다. Advanced surface movement guidance and control system (A-SMGCS) is a system providing routing, guidance and surveillance for the control of aircraft and vehicles in order to maintain the predetermined surface movement rate under all weather conditions while maintaining the required level of safety. In the present study, system engineering was introduced to develop the compliance procedure for the A-SMGCS. At first, requirements for the level IV A-SMGCS were defined and analyzed from the concept of operations (CONOPS). Then, system architecture and specifications were constructed through the functional analysis and allocation. After that, work breakdown structure (WBS) and related integrated master schedule (IMS) were established. Lastly, compliance checklist (CCL) and test and evaluation master plan (TEMP) were developed to verify and validate the system.

전 세계는 지금 국가 경쟁력 중의 하나로 국민들의 여가생활에 관심을 두고 있다. 이미 미국, 일본과 같은 스포츠선진국들은 레저산업을 고부가가치산업으로 여기고 국가의 전력사업으로 육성하고 있다. 이처럼 레저산업의 관심이 고조되는 가운데 장래에 항공과 연계하여 무한한 가능성과 잠재적인 수요창출이 가능한 분야가 항공레저스포츠산업이라고 할 수 있다. 그러나 우리나라의 항공레저스포츠는 선진국과 비교하여 역사가 짧고 인프라와 정책적인 지원기반들의 부족으로 인해 활성화가 장래가능성에 비해 미흡했다고 보여 진다. 본 연구에서는 국내 항공레저스포츠의 저변확대를 위하여 인프라구축이 선행되어져야 한다고 판단하고 방안을 마련하였다. 이에 먼저 국내외 항공레저스포츠 산업의 현황을 비교 검토하였고, 이를 토대로 항공레저스포츠의 저변확대를 위한 인프라 구축방안으로 제도적 여건개선정부 관련기관들의 육성의지와 효율적인 역할 분담, 인프라 확충, 안전문제 개선 항공레저스포츠 관련 대회 및 행사 유치, 항공레저복합단지 조성 등을 제시하였다.

The international community has made a lot of effort to improve aviation safety. The new high technologies, systems, and development of navigation equipment have considerably improved the level of aviation safety. However, the aviation accident rate has remained unchanged since 1980. This means it is difficult to secure enough safety through existing efforts to lower the aviation accident rate. Ultimately, the aviation industry needs new methods for accident prevention. With this in mind, the nations are interested in new methods that offer a countermeasure to aviation accidents by recognizing potential risk factors before fatal accidents occur. In other words, these new methods will be used to analyze and share the safety information collected from accidents by establishing an aviation safety information system. To establish an international aviation safety information system, each country needs to implement an aviation accident and incident reporting system. Also, aviation safety data taxonomy needs to be standardized. Then, aviation users will be able to exchange safety information efficiently. In this study will compare aviation accident taxonomies between ICAO, united states and Europe. And also analysis and compare between Human factor taxonomies which is main cause of aviation accident, propose the way to introduce aviation accident taxonomies in Korea. This study will be a basic study to establish aviation safety information system.
SHELL 모델에 근거한 학생조종사의 인적 요인에 관한 연구

Based on SHELL model theory which is a representative theory of aviation safety and human factors as well as used as risk management and accident analysis model by Intranational Civil Aviation Organization, a study on the human factors of student pilots was conducted. First of all, the definition and components of SHELL model and the progress and status of existing human factors studies was grasped throughout various literature review of existing research including ICAO Safety Management System(SMS) regulation in order to establish the study direction. To apply this to the training flights conducted by student pilots, the status of domestic Approved Training Organization(ATO) the curriculum were investigated. The model of this study is made on the basis of the human factors model which is proposed by Elwyn Edward(1972) and Frank H. Hawkins(1975) and has also adopted by ICAO. The model consist of Liveware, Liveware-Software, Liveware-Hardware, Liveware-Environment, and Liveware-Liveware. The relationship between these factors and the discrepancy between those factors will affect thesafety. Therefore it is hypothesized that the human factors would affect training flight safety, and human factors is varied depending on individual flight experience and the organization culture hence this assumption is verified in this paper.
