환경정책의 특성과 혁신에 관한 연구: 환경정책의 강도(stringency)와 시장유인적 정책수단을 중심으로

본 연구는 Porter의 논의를 바탕으로 1990년부터 2010년에 걸친 OECD 19개 국가의 환경특허 패널데이터를 환경정책의 강도(stringency)와 환경세 및 배출권거래제 등 시장유인적 정책수단과 연계하여 환경정책과 혁신의 관계를 분석하였다. 특히, 본 연구는 환경정책의 특성과 혁신의 복합적 양상 및 이에 대한 정책시차 효과를 반영함으로써 기존 논의를 보완하는 분석결과를 다음과 같이 도출하였다. 첫째, 다양한 환경정책수단이 도입, 운영되는 정책현장의 맥락에서 환경정책의 강도는 혁신을 저해하는 결과를 강하게 가지는 동시에 혁신에 기여하는 결과 또한 존재하였다. 특히, 이러한 결과는 정책시차를 고려한 경우, 더욱 명확하게 확인되었다. 반면에, 환경세는 정책시차를 반영하지 않은 분석결과에서 혁신에는 기여하지만 일정 수준을 경과하면 오히려 이를 저해할 수 있으며, 다만 이 같은 결과는 정책시차를 반영한 경우, 명확하지 않았다. 한편, 배출권거래제는 혁신에 기여하는 것으로 나타났으며, 정책시차를 반영한 경우, 이 같은 결과가 더욱 일관되게 나타났다. 이로부터 본 연구는 환경정책의 특성과 혁신의 복합적 양상을 규명함으로써 환경정책의 적정 설계와 운영에 관한 새로운 정책 시사점과 함의를 제시하였다. Using a panel dataset of patents on environmental technologies between 1990 and 2010 from 19 OECD countries, this study examines the relationship between environmental policy and innovation. We pay particular attention the effects of two contrasting policy approaches, environmental policy stringency (EPS) and market-based instruments, while accounting for the possibility of policy lags. We find that in the context of the relevant policy field, the stringency of environmental policy has much stronger effects on innovation, though it also contributes to innovation. Such trend is even more pronounced when we acknowledge the presence of policy lags. On the other hand, environmental taxes are found to contribute to innovation while its effect reverted after a certain level in the absence of policy lags. Lastly, we find emissions trading systems to be a unique policy tool that continuously contributes to innovation regardless of the presence of policy lags. This study sheds light on the compounding relationship between environmental policy characteristics and innovation and discusses its implications for more informed design and operation of environmental policies from the perspective of fostering innovation.
