정부의 공공기관 이전 정책은 성공적인가: 한국가스공사 사례를 중심으로

본 연구에서는 2014년 경기도 성남시 분당구에서 대구광역시 동구 신서혁신도시로 이전한 한국가스공사 사례를 분석함으로써 정부의 공공기관 이전 정책이 그 목적을 달성하였는지 정책 추진의 주된 목표인 효율성 측면에서 분석하였다. DEA분석과 공공기관 경영실적 평가보고서상의 수치 및 효율성 관련 재무비율을 이용하여 지방 이전 기간과 이후 기간의 효율성을 비교한 결과, 3가지 분석 모두 이전 기간에 비해 이후 기간에 효율성은 하락한 것으로 나타났다. 이는 한국가스공사의 경우, 업무효율성 개선을 목표로 추진된 정부의 공공기관 이전 정책이 그 목적을 달성하지 못한 것으로 해석할 수 있다. 한편, 효율성 하락의 원인을 세부적으로 분석하기 위해 산출물에 해당하는 사업성과와 투입물에 해당하는 급여 및 급여 관련 비용에 대한 분석을 실시하였다. 사업성과에 대한 분석 결과, 공공기관 경영실적 평가보고서상의 수치 뿐만 아니라 수익성 관련 재무비율 모두 지방 이전에 비해 이후 기간에 하락하였다. 기업의 비효율성을 초래할 수 있는 대표적인 항목인 급여 및 급여와 관련한 항목에 대한 분석 결과에서는 지방 이전에 비해 이후 기간에 해당 비용 항목이 증가한 것으로 나타났다. 분석 결과를 종합하면, 한국가스공사의 경우 지방 이전에 비해 이후 기간에 효율성이 감소하였는데 이는 사업성과의 부진과 급여와 관련된 비용에서의 비효율성을 원인으로 들 수 있다. 정부의 공공기관 지방 이전은 효율성의 원칙에 따라 추진되었기 때문에 다양한 효율성 측정치를 사용하여 정책 성공 여부를 분석하였다는 점이 본 연구의 주된 공헌점이라고 할 수 있다. 뿐만 아니라 효율성 하락의 근거를 찾기 위해 투입요소와 산출요소에 대한 분석을 통해 효율성을 초래하는 요인을 발견함으로써 향후 진행되는 혁신도시 시즌 2에 대한 시사점을 제공하였다는 것도 공헌점으로 제시할 수 있다. The purpose of this to analyze the case of the KOGAS relocating from Seongnam-si, Gyeonggi-do to Sinseo Innovative City, Daegu whether the relocation policy has achieved its purpose in terms of efficiency, the main goal of policy. This study compare the efficiency of the pre-period and post-period using financial ratios analysis, DEA analysis and figures in the Management Evaluation System for Public Institutions. In order to analyze the cause of the decrease in efficiency in detail, an analysis of the profitability corresponding to the output and the wage corresponding to the input were conducted. First, the efficiency declined in the later period compared to the previous period. As a result of the analysis of profitability, not only the figures in the Management Evaluation System for Public Institutions, but also the profitability financial ratio decreased in the subsequent period. The analysis result of wage, which are representative items that can cause inefficiency, also showed that wage increased in the subsequent period. In summary, in the case of KOGAS, the efficiency decreased in the later period compared to the relocation, which can be attributed to sluggish profitability and inefficiency in wage-related expenses. Since the government's relocation of public institutions was carried out in accordance with the principle of efficiency, the main contribution of this study is the analysis of policy success using various measures of efficiency. In addition, this study provided implications for the upcoming Season 2 of the Innovative City by discovering the factors that cause efficiency through analysis of input and output factors to find the basis for the decline in efficiency.
