공동주택 층간소음 예방 및 갈등 완화 방안 연구 -의무관리 공동주택 관리사무소장 중심으로-

국내 공동주택이 총 주택의 78% 이상인 상황에서, 공동주택 층간소음으로 인한 갈등이 우리 사회의 강력범죄로까지 이어져 공동주택 입주자등의 삶의 질을 떨어뜨리고 있다. 이에 본 연구는 국내에서 이루어진 그동안의 연구를 체계적으로 고찰하여, 층간소음 예방 및 갈등 완화의 1차 중재자인 관리사무소장을 중심으로 해결 방안을 제시하고, 후속연구에 대한 방향을 제시하는 데 목적을 두고 있다. 이 연구는 공동주택 층간소음에 대한 저감, 예방 및 갈등 완화, 심리학적 접근, 갈등 중재 연구에 대해 데이터베이스 검색을 통해 문헌고찰을 하였다. 첫째, 국내 공동주택 층간소음 문제는 벽식구조, 바닥난방 문화, 바닥마감재와 관련이 있다. 이와 같은 구조적 원인들은 정부와 건설업체가 보다 근본적으로 해결해나가야 할 과제이다. 다만, 현 상황에서 의무관리 공동주택 1차 중재 책임자인 관리사무소장은 해당 공동주택 입주자등을 대상으로 소음저감 매트 및 슬리퍼 착용 홍보, 계도, 행사 진행 등을 꾸준히 할 필요가 있다. 둘째, 대한주택관리사협회는 주택관리사보 배치교육, 주택관리사 등 보수교육 및 직무교육 시 층간소음 예방 및 갈등완화를 위한 중재 전문가 교육을 할 필요가 있다. 또한 협회가 주축이 되어 공동주택 층간소음 예방 및 갈등 완화를 위한 전문가 양성교육, 연구지원 등을 실시할 필요가 있다. 셋째, 정부 및 지방자치단체는 의무관리 공동주택에 대하여 징벌적 관리·감독을 넘어 관리사무소장의 역할로 인한 스트레스 감소 지원 프로그램 제공 및 중재 역량 강화를 위한 상담 지원을 할 필요가 있다. 마지막으로 본 연구는 후속 연구를 위한 두 가지 제언을 하였다. In a situation where multi-family housing account for more than 78% of the total housing units in Korea, conflicts caused by inter-floor noise in apartment houses are leading to violent crimes in our society and reducing the quality of life of occupant, etc. Therefore, the purpose of this study is to systematically review previous studies in Korea, suggest solutions centered on The head of the management office of multi-family housing, who is the primary mediator of inter-floor noise prevention and conflict mitigation, and to present directions for follow-up studies. Methods: This study examined literature on reduction of inter-floor noise, prevention and conflict mitigation, psychological approach, and conflict mediation research through database search. The results of this study: First, the problem of interfloor noise in Korean apartment buildings is related to wall construction, floor heating culture, and finished interior materials of floor . These structural causes are tasks that the government and construction companies should solve more fundamentally. However, in these current circumstances, the head of the management office, who is in charge of primary intervention in the probiem of multi-family housing subject to compulsory management, needs to continue to promote the use of noise-reducing mats and slippers, provide guidance, and hold events for the occupant, etc. Second, the Korean Association of Housing Managers needs to train mediation experts to prevent inter-floor noise and mitigate conflicts during the education concerning the management of multi-family housing and ethics education, etc. In addition, the association should take the lead in training professionals and supporting research to prevent interstitial noise and mitigate conflicts in apartment buildings. Third, the government and local governments need to go beyond punitive management and supervision of multi-family housing subject to compulsory management to provide support programs to reduce stress caused by the role of housing manager and provide counseling support to strengthen mediation capacity. Finally, this study makes two suggestions for follow-up studies.

주택관리사의 역할스트레스와 심리적 소진 간의 관계에서 회복탄력성의 매개효과

본 연구는 공동주택 관리책임자인 주택관리사의 역할스트레스가 심리적 소진에 미치는 영향을 분석하고 회복탄력성의 매개효과를 검증함으로써, 주택관리사의 심리·사회적 분야의 학문적, 실무적 시사점을 도출하는데 연구목적을 두고 있다. 이를 위하여 두 가지 문제를 연구주제로 설정하였다. 첫째, 주택관리사의 역할스트레스가 심리적 소진에 미치는 영향을 확인한다. 둘째, 주택관리사의 역할스트레스가 회복탄력성을 매개로 심리적 소진에 미치는 영향을 확인한다. 본 연구의 설문대상자는 「공동주택관리법」제2조 1항 2호의 의무관리대상 공동주택에 해당되어 법정단체인 대한주택관리사협회 전국 지회에 배치 신고하여 근무하고 있는 주택관리사 514명이며, 연구결과는 다음과 같다. 첫째, 주택관리사의 역할스트레스는 심리적 소진에 유의미한 영향을 미치는 것으로 나타났다. 둘째, 주택관리사의 회복탄력성은 심리적 소진에 유의미한 영향을 미치는 것으로 확인되었다. 셋째, 주택관리사의 회복탄력성은 역할스트레스와 심리적 소진에 매개효과가 있는 것으로 확인되었다. 이상의 연구결과는 주택관리사의 역할스트레스와 심리적 소진을 감소시키는데 회복탄력성이 중요한 변인임을 확인할 수 있었다. 본 연구결과를 바탕으로 한연구의 한계 및 제언으로는 연구방법에 대한 한계점이다. 본 연구에서는 구조화된 설문지를 통하여 연구를 실시하였으며, 면담이나 심층 인터뷰를 통한 다양한 내용을 제시하지 못했다. 따라서 후속연구에서는 질적 연구와 병행하여 보다 심층적인 연구가 필요할 것이다. The purpose of this study is to derive academic and practical implications of the psychological and social domains of housing management by analyzing the effects of the role stress of housing management manager on psychological burnout and verifying the mediating effect of resilience. For this purpose, second issues were set up as research subjects. The first issue is to confirm the effect of the role stress of the housing manager on psychological burnout. The second one is to verify the effect of the role stress of the housing manager on psychological burnout through the medium of resilience. The subjects of the study are 514 housing managers who are assigned and work at the National Branch of the Korea Housing Management Association, which is a legal organization and corresponds to the apartment houses subject to compulsory management in Article 2 of the Joint Housing Management Act. The results are as follows. First, the role stress of the housing manager had a significant effect on the psychological burnout. Second, the role stress of the housing manager had a important effect on resilience. Third, it was confirmed that the resilience of the housing manager had a mediating effect on role stress and psychological burnout. The results of the study show that resilience is important variables in reducing the role stress and psychological burnout of housing managers. The limitations and suggestions based on the results of the study are as follows. The study has limits in research methods. The study was conducted through structured questionnaire and did not provide various contents through interviews including in-depth interviews. Therefore, the subsequent studies will require more in-depth research in parallel with qualitative research.
