As power industry evolves into Smart Grid scheme, previously closed power systems are being integrated into public communication networks. It increases the controllability and efficiency of the system, but also accompanies many cyber threats having existed in the Internet to the SCADA system. Therefore it is required to apply security countermeasures to the Smart Grid, which brings about investment costs. There have been few approaches to assess risks from cyber attack especially in electric power industry. So this paper proposes a methodology to assess quantitative impacts of various types of cyber attacks to a power system, and also shows the feasibility of the method through a case study.

This paper presents a method for improvement of capacity payment in CBP(cost based pool) market. Capacity payments have been used as common mechanisms in various pools for compensating generators recognized to serve a for reliability purpose. Ideal pricing for capacity reserves by definition achieves a balance between economic efficiency and investment incentives. That is, prices must be kept close to costs, but not so low as to discourage investment. However, the price set is not easy. This paper concludes with market design recommendations that apply fuzzy theory for improvement of capacity payment. Following this model, market participants decided on their own based on their forecast to the market demand and the payment for it.

The emergence of the Smart Grid is an integrated solution for the next generation power system that combines IT technology in the power system to create optimal energy utilization and various services. However, these convergence technologies (power systems and information communications) are not only improving the related technologies but also producing various problems especially exposure to cyber risk. In particular, the intelligent power grid has security vulnerabilities through real-time information sharing among various organically linked systems, and it is more complicated than the cyber risk problem in the existing IT field and is directly connected to national disaster accidents. Therefore, in order to construct and operate a more stable smart grid, this paper analyzes the system of power system control system in Korea, and proposes a cyber security element definition and a countermeasure establishment method of power monitoring & control systems based on security standards of smart grid (No. SPS-SGSF-121-1-1).
