Since 1990s, the 3rd sector is established to perform various objectives in Korea. In this time, it is necessary to evaluate the performance and to analyze the case of the third sector. The purpose of this study is to find the factors that influence the success or failure of the 3rd sector and to propose the considerations for the successful 3rd sector. To achieve this purpose, this study analyzed the ‘K’ Development Corporation set up in 1993. Its objectives is to activate local economy and to enlarge the finance of local government. However, the enterprise was fallen into the incompetence in 1998. The cause of failure may be indicated as the in the efficiency of management and the wrong selection of private investor, the protest of target group. Thus, this paper propose some consideration in order to succeed the 3rd sector. Firstly, it is careful to select the field of business Secondly, it is desired that may consider the experience or expert ability of the business field in the selection of private partner. Lastly, it must be introduced the management principles of private enterprise into the third sector.

우리나라는 뛰어난 기록문화를 보유하고 있다. 유네스코 기록문화유산 300건 중 11건이 우리나라의 기록물이다. 하지만 일제 강점기, 한국전쟁 등 역사의 격변기에 이에 대해 무관심했다가 1990년대 이후 고기록물에 대한 관심이 증대되었고, 정보화 추세에 힘입어 고기록물에 대한 정보화가 추진되었다. 하지만 웹1.0에 기반을 두어 고기록물 정보체계가 구축되어 원문이미지와 링크로만 구성되어 웹 3.0시대에는 맞지 않는다. 그래서 본 연구는 최근의 Web3.0시대에 맞는 고기록물 정보체계를 구축되어야 한다는 취지에서 LOD기술을 활용하여 각 공공기관에 구축된 정보체계를 연결하고, 이용자 중심의 서비스를 제공하여 문화콘텐츠를 창출할 수 있도록 해야 한다는 점을 제안하였다. Korea had an excellent record culture. Korea has 11 cases among 300cases of UNESCO World Record Heritage. However, Koreans had been indifferent about it in the era of historical change such as Japan colonial era and Korea War. As stabilized in accordance with the economic and social condition since 1990s in Korea, it has been increased the interests about the old record materials and information systems has been promoted. However, the record information systems consists of only the original image and link based on Web 1.0. Therefore it do not fit web 3.0 era. This study is proposed to take advantage of the LOD technology in order to link the established information system in public agencies and to offer the user-centered service according to the latest information technology flow.
