지방자치단체 인구 및 재정 상태가 고향사랑기부제에 미치는 영향에 대한 연구 ― 답례품을 중심으로 ―

본고는 2023년 처음으로 시행된 고향사랑기부제의 성과를 알아보고, 인구 감소 및 세수 부족으로 인해 어려움을 겪고 있는 지방자치단체가 적극적으로 고향사랑 기부제를 통해 성과를 거두기 위해 노력했을 것이라는 가설을 세우고 답례품 개수를 변수로 활용하여 통계적 분석을 하였다. 먼저 인구수 및 인구대비 세수와 해당 지방자치단체가 선정한 답례품 개수와의 상관관계와 회귀분석을 이용한 통계분석을 하였다. 그리고 답례품 개수와 고향사랑기부금 실적 및 답례품 판매 실적의 통계적 관계를 분석하고, 마지막으로 인구수 및 인구대비 세수와 고향사랑기부금 실적의 통계적 관계를 분석하였다. 지방자치단체 인구수 및 세수와 답례품 개수의 상관관계를 분석한 결과 인구수 및 세수가 적은 지방자치단체일수록 다양한 답례품을 선정하여 기부금 실적을 높이기 위해 노력한 것을 알 수 있었다. 그리고 인구수 및 세수가 답례품 개수에 미치는 영향력은 제한적이며, 인구수 외에도 다른 요소들이 복합적으로 작용한다는 것을 확인할 수 있었다. 인구 및 세수는 기부금 또는 답례품 판매 실적에 영향을 주는 것이 명확하지만 그 정도는 상대적으로 약한 것으로 확인되었다. 이는 답례품 제공이라는 중간 과정을 거치면서 다른 복합적인 원인들이 단계별로 개입하고, 통계적 관계와 경향성이 희석되는 간접효과 등이 발생하는 것을 이유로 생각해 볼 수 있을 것이다. 통계분석 결과 다양한 답례품 선정이 고향사랑기부금 실적에 긍정적인 영향을 미친다는 것을 명확하게 확인할 수 있었다. 그러므로 지방자치단체는 다양한 답례품들을 발굴하고 개발하기 위해 노력해야 하며, 중앙정부는 인구와 재정이 부족한 지자체들을 위해 답례품 개발을 위한 지원 정책을 만들어줄 필요가 있다는 정책적 시사점을 도출하였다. 그러나 품질 제고 없는 물량 경쟁은 제도에 대한 신뢰를 저하시킬 수 있기 때문에 이에 대한 대비책이 필요하며, 기타 고향사랑기부제의 효과를 높이기 위해 세액공제 범위 및 답례품 비율을 확대해야 한다는 등의 정책적 시사점을 제시하였다. 본고는 고향사랑기부제 실시 이후 자체적으로 취합한 답례품 데이터베이스를 바탕으로, 기부금 실적에 영향을 미친 요소에 대한 통계적 분석을 실시한 최초의 연구라는 점에서 의의가 있다. This paper investigates the performance of the Hometown Love Donation Policy, first implemented in 2023, hypothesizing that local governments, struggling with population decline and revenue shortages, have endeavored to achieve results through this policy by utilizing the number of return gifts as a variable for statistical analysis. Initially, it examines the correlation and regression analysis between the population size, the tax revenue per capita, and the number of return gifts selected by the local governments. Subsequently, it analyzes the statistical relationship between the number of return gifts and both the performance of the donation policy and the sales performance of these gifts. Lastly, it delves into the statistical relationship between the population size, tax revenue per capita, and the donation policys performance. The findings indicate that municipalities with smaller populations and lower revenue are more likely to diversify their return gifts to enhance donation performance. The influence of population and revenue on the number of return gifts was found to be limited, suggesting that other factors also play a significant role. While population and revenue have a discernible impact on donation or gift sales performance, the extent is relatively minor, possibly due to intermediary processes like gift provision diluting statistical relationships and trends through indirect effects. Statistical analysis clearly demonstrated that a diverse selection of return gifts positively influences donation performance. Therefore, local governments should endeavor to develop and discover a range of return gifts, and central government policies should support financially and demographically challenged local governments in developing these gifts. However, a mere quantitative competition without quality improvement could undermine trust in the system, necessitating countermeasures. Further policy recommendations include extending the tax deduction scope and increasing the proportion of return gifts to improve the effectiveness of the Hometown Love Donation Policy. This study is significant as it is the first to perform a statistical analysis on the impact factors on donation performance utilizing a self-compiled database of return gifts after the policys implementation.

생약 배합에 따른 탈모 방지 및 발모 촉진에 관한 연구

본 연구에서 생약 추출물을 이용한 탈모 방지 및 발모 촉진에 대한 효과를 검증하고자 Norwood's V형 1명, Ⅵ형 1명, Ⅶ형 2명의 성인 남자 4명과 Ludwig's Ⅱ형의 여자 2명 모두 6명을 대상으로 8개월간 생약 도포와 복용을 동시에 실시하여 두피 변화와 발모 효과에 관찰하였다. 생약 추출물을 도포하고 복용한 이후, 탈모 수가 점차 줄어들고 있어 탈모 방지에 효과가 있는 것으로 나타났으며, 지정한 부위의 모발 생성을 찾아 볼 수 있었다. 도포 및 복용 실험 전 피검자들의 1㎠ 당 평균 모발수는 평균 150개의 모발이 생성되고 있는 정상인의 1/3 수준에도 이르지 못하는 약 44개였으나, 생약 추출물의 도포와 복용 실험에 들어간 지 3개월 후에는 두피 1㎠ 당 평균 약 57개로, 6개월 후에는 평균 약 88개로 각각 증가하였다. 도포 및 복용 후 발모로 인해 대인관계에 자신감을 느낄 수 있었으며, 미용에 관심을 더 갖게 되는 등 피검자들이 실험에 만족하고 있는 것으로 나타났다. 현재 생약 추출물은 식품 개발과 함께 의약품, 향미료, 화장품, 염료 등 다양한 상품으로 개발되고 있듯이, 본 연구에 활용한 생약 추출물도 모근의 혈액 순환을 촉진시켜 건강한 두피 유지와 모발 생성, 미용 생체 활성 물질로 응용할 여지가 크다고 생각된다. This study was conducted to examine the effect of herb extract on hair loss prevention and hair growth promotion. Four baldheaded men and two partly baldheaded women were selected as the subjects of this study. After they took the herb medicine and sprayed the herb extractant, the change of hair and scalp condition, hair roots, the number of hairs, and thickness of hairs was examined. It appeared that the amount of hair loss decreased gradually and new thin hairs were generated after receiving the treatment. Before the treatment, the average number of hairs in 1㎠ was approximately 44, which was below one third of that of normal people who had about 150 hairs in the 1㎠. After spraying and taking the herb extract for three months, the average number of hairs increased to 57, and it increased to 88 after another three months. It gradually improved and finally maintained healthy condition. According to their response, they felt confident in personal relations due to hair generation and growth. They were also concerned about beauty more than before. More than half of them were satisfied with the treatment. As herb extracts have being developed as various products such as medicine, perfume, cosmetics, and dyes, the herb extract which was used in this study can be applied to maintenance of healthy scalp, generation of hair, and active materials for beauty.
