        住民参加による地域活性化に関する実践的研究 - 韓国・浦項市 九龍浦地区を事例として -

        It has been noted that regional development has been on the decline for quite some time. When discussing “region development activities”, the use of the word “activity” seems an overstatement. Debates, reflecting various points of view, on how to revitalize regional development have been going on throughout South Korea. At the center of these debates is “measures for commercial establishment activation.” One argument is that the elimination of vacant shops will add to the attraction of shopping streets. If we consider the fundamental revitalization of regional development, we cannot wait for residents to regain confidence. Owners who are local residents should consider their own needs and propose actions and improvements to add to the attractiveness of the residents. It is necessary that the revitalization of regional development be based on feedback from local residents and that it reflects the characteristics and atmosphere of the area. Citizens depend on administration is the reason why the area does not activate. "Administration makes our town animated" is in the citizens’ consciousness. This can be considered the main cause. Then, the resident themselves took the measure which reconsider their town, with consideration for the future and what is necessary to do now in order to accomplish the goals. This activity would be to mutually strengthen the weak points and take advantage of the strong points of various organizations. Moreover, in order to take this measure continuously, it became clear that the organization which plays a secretariat role is necessary.

        地域づくりにおける人材育成と市民講座の役割 - 韓国ㆍ金泉市「農漁村体験指導士」を事例として -

        This paper focuses on the already existing "trainer of Experiencing Farm and Fishing Villages". The development of new leaders in regional improvement programs will replace the existing qualification educational program. It will be confirmed that there is a foundation in which an underlying thought content in the participating students' reactions and that there is a basis for making regional improvement acceptable. In addition, a program which takes remedial measures to solve the problems with the existing "Trainer of Experiencing Farm and Fishing Villages" is proposed. The potential for participating students to think for themselves about regional development and make spontaneous efforts to create a social environment for facilitating planning participation is discussed. Moreover, the following issues will be clarified: 1. Students' understanding of the content is essential to their being induced to return to their local districts. 2. The divergence of opinion on how to adjust and coordinate the vested interests of the local areas. 3. The process in which residents become the core of performing such activities. Previous regional development programs were problematical because they seemed dependent upon administrative agencies for promoting the students' understanding and motivation to return to their local areas. It will be shown that students' motivation can be greatly developed. The divergence of opinion on how to accomplish adjustment and coordination of local vested interests is due to differences in conventional beliefs of the parties involved. In South Korea, the problems found in the process of residents becoming the core elements of positive action have made the need for joint efforts with administrative agencies very urgent.
