The purpose of this study is to review the condition of fisheries products marketing korea and address their problem to improve them. First, reduction of marketing stage is most important of all for marketing efficiency of fisheries products. For this, it is desirable to expand and implement the direct transaction methods that have been done centering around the Fisheries Cooperatives now in more advance. Secondly, the marketing stages of fisheries products such as collecting, intermediary and marketing are not generally activated and the activating efforts at the collection stage is most important in the aspect of protection of producing district. Thirdly, a reasonable marketing information system should be established to control the flow of products. Fourth, Institutional reforms should be pursued to shorten the marketing structure and reduce the marketing margin. Fifth, marketing facilities for final consumers should be enlarged. The problems of fisheries product and marketing can not be solved completely, even if it could be solved in some point of time, the marketing system should be changed and developed continuously due to the development of economy and the change of industrial structure.

In recent years internet electronic commerce has been on an rapidly increasing trend, building up a new market beyond time and space. It is evident that the economic activities in this new market will become an important part of our future life. Therefore a lot of research and development is going on in every field of domestic society like enterprise, academy, institute, etc. to secure a high position in the emerging huge market. As the electronic commerce of marine products can benefit both producer and consumer through the reduction of transaction costs, it is thought to be an useful means to resolve the supply and demand problems. However, it barely reaches the level of publicity activities until now due to the peculiarities of marine products and to the unprepared circumstances. This study is carried out for the purpose of discovering the problems of the present electronic commerce practises of marine products and proposing some resolutions, by investigating the actual conditions of the enterprises engaged in electronic commerce through visiting their 130 sites in Yahoo. As a result, the problems in case of marine products shopping malls are chiefly as follows ; 1. Only dealing products are simply presented in their sites and their delivery means and charge, exchange of defective goods and repayment are not specified. 2. Taking the fact into consideration that the conventional way of payment without bankbook is chiefly taken, security system and payment certification means are not prepared yet. 3. Consumer relation management is generally very loose. 4. Commodities are sent by home delivery service without having no regard for the peculiar characters of marine products. Therefore, for the vitalization of the electronic commerce of marine products, the Government must produce the safe environment for consumers not only by imposing duty to indicate and advertise in detail the commodities but also by putting certification marks on trustworthy electronic commerce enterprises. Besides the Government must upgrade the marketing structure for marine products by quality standardization, speedy establishment of quality control system, extended support of integrated processing facilities in producing districts, harmonization with the existing channel of distribution, training of experts in electronic commerce of marine products, etc. On the other hand, the following points must be reflected in the management strategy of shopping malls. 1. To raise the recognition level of brands through the discrimination from the existing conventional transactions 2. To establish a home delivery service system in consideration of the peculiar characters of marine products 3. To secure custom through drastic investment in the early stage and continuous management of its members thereafter 4. To induce secured customers to buy through making full use of data base Ultimately the electronic commerce of marine products can be vitalized only when the above-mentioned improvement measures are thoroughly carried out, accompanied by the development of information technology and the enhancement of public understanding of electronic commerce.

Destitution of Fisherman, reduction of fishing ground and high internal margin have made an unreasonable market in the fisheries production in Korea. The large-scaled catch and the strong septicity have also disturbed the market because the a reasonable price should be made and then distributed to customer as soon as possible, which has charged obstructing the market to follow the changes in the structure of consumer in both of quality and quantity. The system of distribution in the boiled-dried anchovy market (hereinafter referred into the anchovy market) is still complicated and multi-stepwise, which has now reached the 35% in the distribution margin. This results from the price manipulation by the brokers and the weakness of market control by producer and customer, therefore the brokers control the market by the function of distribution showing the highest margin, 45.5%, during wholesale market. This study has tried to represent the alternative and the reasonable system of distribution in the market for the anchovy under the considering the characteristics of the fisheries production. To improve the system of distribution in the market for the anchovy, the present distribution channel should be simplified to 4 or 5 steps: ①Producer → ②sales market on consignment at the production area→ ③direct sales shop in the fisheries cooperatives(large-scale sales market)→ ④customer, which can anticipate the retrenchment of distribution cost. To introduce the prompt and fair deal in the anchovy market, the basic strategies should be introduced as below: 1. Modernization of the function of the distribution. 2. Simplification and shortening of the distribution channel. It is necessary to improve and expand the central wholesale market and to promote the routine sales through the cooperatives to reduce the distribution margin and to simplify the complicated distribution channel. 3. Stabilization of the price. The policy for stabilizing the price of fisheries production should be drafted within the range of the reasonable price for both of the producers and customers. 4. Settlement of the fair transaction. It is necessary for the brokers to enlighten them on the formation of the reasonable price, the establishment of fair distribution order, and the enhancement of customer protection activities and to be controlled the monopolization of the distribution activities. 5. Restoration of the distribution margin to the producer, The margin should be gained from the market notwithstanding that the several counterplans had been employed. Therefore, the cooperative should promote the system to give back the profits to the fisherman.

The mariculture fisheries system in Korea has been regulated tight through various kinds if laws and regulations established by the central and local governments. As mariculture fisheries can be carried on only when fishery right is acquired through governmental license, it is very hard to enter the industry. Moreover, the contents of the laws and regulations concerning the mariculture fisheries are prescribed so detailedly that the autonomy of the industry is restricted seriously. Korean industries are now faced with an extreme situation caused by limitless competition in the open-economy system. As a result, the Government is trying to improve gradually the present regulation systems in every field of economic activities in order to adapt the industries to new circumstances and to enhance their international competitiveness. With regard to fisheries, the Governmental measures in the above sense can be found in the enactment of the "Fishing Ground Management Act", which shows a strong political will to mitigate the entrance barrier into the existing fishing grounds by introducing the simultaneous renewal system of fishery license. However, as the Governmental measures are not sufficient to get rid of demerits exposed until now, it is recommended to take more improvement measures. They are chiefly as follows; 1. To formulate a simple and consistent legal system in the licensed fisheries 2. To relax the tight restriction on new entrance to licensed fisheries by improving the priority order 3. To set stricter standards of eligibility for becoming a member of a fishing village community. 4. To shorten the validity time of fishery license and to abolish its extension 5. To simplify the procedures of establishing "Fishing Ground Utilization Program" under the reflection of mariculturists' opinions through public hearings 6. To allow the flexible modification of the terms of fishery license in order to respect the autonomy of mariculturists 7. To abolish the uniform restrictions on the method of cultivation, cultivated species and the depth of fishing ground (i.e. cultivating farm), and to adjust its location and isolation distance to the regional characteristics 8. To change the present item by item license system into section by section system Though the above proposal refers to some provisions of the fisheries laws and regulations, their revision will positively have pervasive effect on the small-scale mariculturing business. And though the improvement measures may bring about a great deal of stubborn resistance from the side of vested license holders, it must be overcome sooner or later under a social consensus for the development of highly competitive mariculture. Of course, the improvement in the true sense of the word cannot be achieved simply by the revision of some provisions. It cannot be overemphasized that keeping a close watch on their practical enforcement and voluntary reporting of offences to the authorities concerned on the part of mariculturists are very important.

In this paper, we will present a alternative plans for fisheries management improvement by analyzing the actual situation of fishing effort according to fishery resources management goals of the government and comparing fishery production status and management status of the offshore small purse seine. Methods of this paper is to analyze statistical data such as the regional fishery status, the offshore fishery statistics, and fishery production situation of offshore small purse seine. The sample is the 12 fishery(starboard-side-type) of Gyeongnam. Fishery management performance data were analyzed through direct interviews and surveys of fisheries management. First, a offshore small purse seine fishery exist a difference between working days and the number of crew depending on the operating system. The working days and the crew of the starboard-side type in Gyeongnam region were more than Chungnam only drum-type. However, the starboard-side type in Gyeongsang Province that hold a relatively large number of sailors is relatively low sales margin than other areas. Second, the starboard-side type of sales margin is poor. the main reason is a high proportion of production expenses and labor costs according to the analysis about 12 fishing boats operating in Gyeongnam. Third, the reason for the high proportion of administrative expenses in the starboard-side type is the many voyage number or the number of working days by the over-fishing and the many repairs cost by a lot of fishing facilities. In addition, the starboard-side type is higher this depreciation percentage than any other fishery type. The fishing fleet of the starboard-side type is composed of three fishing boats whereas the other the fishing fleet is typically composed of two. Fourth, the high labor costs in the starboard-side type result from many workers in hauling on net. For example, it does not exist net hauler before 2005 year. At that time the starboard-side type need 15-18 crews in hauling on net. Recently the starboard-side type normally hold two net hauler but the crews are 18-22 people on board and auxiliary lines. The reason is the fishing work inefficiency by the aging of crews. In order to solve these problems we suggest the three alternative plans for fisheries management improvement. First, most of the starboard-side type are operating as three ship(main ship, light ship, carriers). If there is no problem on the safety fishing. We can be considered a method of reducing the fishing fleet. Second, the aging of the crews of fishing vessels operating in the starboard-side type occurs problems in hauling on net. So the starboard-side type needs to adopt an automate fishing equipment to replace the crews and hire foreign crew to improve business performance by mitigating realistic employment policy. Finally, there is a need to consider the fairness with other fisheries for the sustainable development of a offshore small purse seine fishery.
